Child Safety Seats

The Frederick Police Department would like to remind and inform residents, that children under the age of 16 years of age must be secured in either a seatbelt or an approved child safety seat while riding in a vehicle. No person under 16 years of age may ride in the cargo area of any vehicle or pickup truck, at any time.

Any child under the age of 8 years of age, and/or weighing 65 pounds or less, must be securely seated in an approved safety seat. An approved seat may include an infant seat, convertible seat, forward-facing seat, or booster seat.

The Frederick Police Department will be aggressively enforcing these laws over the next few weeks in an attempt to ensure that our kids are safe and secure on our roads. The ultimate goal of this enforcement and public service announcement is “voluntary compliance”. We are asking all residents to take a little extra time to check your child safety seats before driving.

Stabbing on N. Market St.

On Saturday February 14, 2009 at approximately 1:30 am, officers were dispatched to the Olde Town Tavern for a report of disorderly persons fighting outside of the bar. Initial responding officers arrived to find that the altercation had broken up and the persons involved had left the area. A few minutes later, a group that had been involved at the fight outside of the Olde Town Tavern stopped OFC. Vincent Brown. One of the men in the group had been assaulted by two black males while the group was walking south on North Market St. The man sustained a laceration to his head and a stab wound to his back. The suspects were last seen fleeing the area south on N. Market St. The victim of the stabbing was transported to Frederick Memorial Hospital by ambulance for treatment. OFC. Brown radioed a description of the two black males involved in the assault, and OFC. Michael Conover located them on W. South St. near Ice St. When OFC. Conover stopped to talk with them, the both fled. OFC. Conover pursued the suspects to the area of W. South and McMurray streets were they ran through some backyards and a wooded lot. A search of the area where they were last seen by OFC. Conover was negative. The suspect believed to be the one who stabbed the victim is described as a black male approximately 5’7”, wearing a gray sweatshirt and a black knit Ravens hat. Anyone who may have witnessed the assault or may know the identity of the suspects is encouraged to call the Frederick Police Department at 301-600-2100.

DUI/Accident

On today’s date, Sgt. Trapp of the Frederick Police Department responded to a property damage vehicle accident involving a police vehicle. Upon arrival, Sgt. Trapp found that an unmarked police vehicle was stopped at the red light on N. Market St. at 2^nd St., when a vehicle operated by Ms. Rockwood turned from E. 2^nd St. the wrong way on N. Market St. and collided into the unmarked police vehicle. Upon contacting Ms. Rockwood, Sgt. Trapp saw obvious signs of impairment. He conducted Standardized Field Sobriety Test, which Ms. Rockwell failed. She was arrested and taken to Frederick Police headquarters and processed for the DUI. After being issued her citations, Ms. Rockwood was released to a sober adult per Departmental regulations.

No injuries resulted from the collision and damage to both vehicles was minor.

Shots Fired Suspect Charged

On February 1, 2009 at approximately 12:50 am, officers with the Frederick Police Department responded to the 1700 block of Hillmeade Square in Amber Meadows for a report of gunshots fired. Upon arrival, officers discovered a residence had been struck during the gunfire. Several shell casings were recovered, but no suspects were initially identified.

Further investigation of the incident revealed there had been some type of confrontation between two groups of people who were known to each other. Following the confrontation, three people were exiting a house on Hillmeade Square and observed subjects from one of the groups standing across the street. Soon after, gunshots were fired in the direction of the persons who had exited the residence.

Additional interviews were conducted and Paul Travis Cox, age 17 of Frederick, was identified as the person who had fired the shots (photo right). Based on the serious nature of the charges, detectives obtained an arrest warrant for Cox charging him as an adult. The charges issued in the arrest warrant were three (3) counts of attempted 1^st degree murder, three (3) counts of attempted 2^nd degree murder, three (3) counts of 1^st degree assault, three (3) counts of 2^nd degree assault, two (2) counts of malicious destruction of property < $500, and four (4) counts of reckless endangerment.

Cox, a student at Governor Thomas Johnson High School, was taken into custody without incident in the front office of the school on February 10, 2009. He was later transported to the Frederick County Adult Detention Center and served with the arrest warrant. Following an appearance before the District Court Commissioner, Cox was being held without bond.

DWI/CDS Arrest

On 02/10/2009 at approximately 12:48 a.m., OFC Kevin A. Myers of the Frederick Police Department was on routine patrol in the 100 block of South Market St. when he observed a pick-up truck drive out the wrong way from Citizens Way and then turn the wrong way south bound on S. Market St. OFC Myers was forced to take evasive action to avoid being struck by this vehicle which proceeded to jump a curb and strike a City street sign. The truck then reversed and backed into a city lamp post knocking it over. At this time OFC Myers was able to approach the vehicle and order the driver to cease his actions.

The driver was identified as the below listed arrestee and was found by OFC Myers to be extremely intoxicated. The driver was placed under arrest and during a search incident to the arrest, OFC Myers located a quantity of suspected marijuana in the arrestee’s pocket.

The arrestee was transported to Frederick County Central Booking for processing and an appearance before the District Court Commissioner. The arrestee was held by the commissioner in lieu of $15,000 bond. The investigation into this incident continues and other charges are expected to be forthcoming.

7-Eleven Armed Robbery Arrest

On December 20, 2008 at approximately 0250 hours, officers with the Frederick Police Department responded to the 7-Eleven store located at 1042 W. Patrick St. for a report of an armed robbery. Video surveillance showed a male wearing a black knit cap, black jacket and blue jeans had entered the store and pushed the clerk behind the counter. While brandishing a knife, the suspect had the clerk open the cash register, where he then removed an undisclosed amount of money. Additionally, the suspect took a quantity of lottery tickets and a pack of cigarettes before fleeing the store on foot. Following a search of the area, the suspect was not immediately located.

Detective Michael Morgan of the Criminal Investigation Division investigated the robbery and was able to identify a possible suspect who was later identified by the clerk as the person who had robbed the business. Before Det. Morgan could apply for criminal charges, officers received a call from the 7-Eleven store early Tuesday morning, 2/10/09, advising the male who had robbed the business was standing outside the establishment. The suspect, identified as Alonzo Joseph Brazzley, age 34 of Queens, NY, was located by officers a short distance away and placed under arrest.

Brazzley was transported to the Frederick County Adult Detention Center and charged with armed robbery, robbery, 1^st degree assault, 2^nd degree assault, and theft less than $500.

Child Sex Offense Arrest

On 02/09/09 officers were called the 1000 block of Staghorn Lane for a report of a sex offense involving a juvenile female. Investigation revealed the minor child was touched inappropriately by her uncle on the evening of 02/08/09.

As a result of an investigation by Detective Gene Alston of the Criminal Investigation Division, Francis Wesley Ferguson, age 52, (photo right) was arrested and taken to the Frederick County Adult Detention Center. Ferguson was charged with 3^rd degree sex offense, 4^th degree sex offense, 2^nd degree assault and sexual abuse of a minor.

Banner School

On today’s date officers responded to the Banner School in the 1700 block of North Market Street for a construction accident. Upon arrival it was discovered that the victim had fallen while working on or near some construction scaffolding. The victim, a 42 year old male, was flown to Shock Trauma in Baltimore with severe head injuries. Banner School personnel performed critical first-aid on the victim until Fire and Rescue units arrived on the scene. The victim is a part-time employee with the Banner School. MOSHA responded to the scene as well and are conducting an investigation into the incident.

As of 4:00 p.m. there has not been any medical update on the victim and his name is not being released until his family can be notified.

Special Response Team (SRT)

On 02/07/2009 at approximately 1139 hours, the Frederick Police Department received information that a wanted subject was located in the area of Box Grove Way in Frederick, Md. Based on information received, the nature of the charges he is wanted on, and witness reports that he is armed, we activated the Department’s Special Response Team (SRT) and Crisis Intervention Team (CIT), to contain the area and assist in a obtaining a peaceful resolution.

We are still on scene and working within our established procedures for dealing with a possible barricaded subject. At this time we are attempting to determine if the subject is located within the area that we have reason to believe he is.

We would like the public to know that we have closed Bel Aire Lane at Park Ridge Rd. and asking the public to avoid the area until further notie

UPDATE:

After numerous unsuccessful attempts to contact Mr. Hughes via his cell phone, a decision was made to make entry into the home located in the 100 Block of Box Grove Way where he was believed to be located. In an attempt to exhaust all safety precautions prior to officers, approaching the house we requested the assistance of the Maryland State Police Aviation Division to search the adjacent yards.

Once the area was safe, officers from the Special Response Team made entry and cleared the residence. Mr. Hughes was located within the residence hiding in the attic of the home.

Hughes was placed under arrest for three open arrest warrants and transported to Frederick County Central Booking.

Shots Fired

At 2:37 pm The Frederick Police Department received a report of shots fired in the area of 15th St and Rose Lane. Officers responded to the area and located a victim in the area of North East St. and 13th The victim was a 17 year old male student from Thomas Johnson high School suffering from a single gunshot wound to the chest. Due to the nature of his injuries the victim was flown to Shock Trauma in Baltimore. A possible suspect was observed leaving the area in a light colored silver sedan.

The Criminal Investigation Division is following up on information and interviewing possible witnesses.

Area schools were notified and modified security measures implemented.

There is no reason to believe this is a random shooting however we are not disclosing any motive at this time

Felony CDS/Gun

On today’s date, 01-30-09, OFC Sean Carr of the Frederick Police Department’s Patrol Division observed a subject he knew to be Larnell Tyran Lyles walking in the area of the Golden Mile Market Place. He knew Lyles had an open Arrest Warrant for Violating Probation. He approached Lyles and took him into custody without incident. Upon searching Lyles, OFC Carr discover a .25 cal semi-automatic handgun in his front pants pocket. It had a full clip inserted into it. Lyles also had a quantity of marijuana in sufficient quantity to indicate an intent to sell. He was subsequently taken to Central Book where he was still awaiting a bond hearing at the time of this release.

Shots Fired

Officers responded to a report of shots fired in the area of the 1700 block of Hillmeade Square. Responding officers located several shell casings in the area. No one was shot, but several rounds entered an unnamed residence in that block. Officers interviewed witnesses and possible intended victims of the shooting, and are still trying to develop possible suspects and a motive.
