Commercial Burglary

On 8/21/09, at approximately 0340 hours, officers from the Frederick Police Department responded to Hi-Way Liquors on Rt. 40 for a commercial alarm. Upon arrival, officers found the front door had been smashed, and further investigation revealed several items were stolen from the business. The Frederick Police Crime Scene Unit is currently on scene processing the business for clues.

Marijuana Arrest

On 08/19/2009 at approximately 2223 hours, officers of the Frederick Police Department’s Directed Patrol unit were conducting covert foot patrols in the area of Waverly Drive and Key Parkway. While in the area of 90 Waverly Drive, officers observed two suspicious subjects enter and exit a vehicle. Upon making contact with the subjects, it was determined that the subjects had been smoking marijuana and were subsequently arrested. A search incident to arrest of one of the individuals, identified as Ricardo Enrique GONZALEZ, determined that he possessed a quantity of suspected marijuana. GONZALEZ was later transported to Central Booking without incident.

Commercial Burglary

The Frederick Police Department is investigating a Commercial Burglary that occurred at approximately 0400 hours on Friday morning. The All-Star Billiards located at 1037A W. Patrick St. in the Westridge Shopping Center was broken into sometime after the business closed. At this time it is undetermined what if anything was stolen from inside the business. Anyone who may have observed any suspicious activity around the Westridge Shopping Center between 0230 and 0400 hours or may have information about the suspects involved in this burglary is asked to call the Frederick Police Department at 301-600-2100 or the Tip Line at 301-600-TIPS (8477).

Strong Arm Robbery

On 8/12/09, at approximately 2252 hours, officers from the Frederick Police Department responded to the 600 Block of W. Patrick St. for an assault report. Upon arrival, officers found a victim that stated a group of males tried to rob him. The victim stated that 3 or 4 males demanded money and began beating him. The victim received minor injuries, and no property was stolen. The males were described as possibly Hispanic and spoke with a Spanish accent. The suspects were seen running towards the area of James St. and left the area in a small blue or teal colored vehicle. The car was possibly a Honda. Charges Placed in BB Gun Vandalism

On June 17, 2009 the Frederick Police Department received numerous reports of damage to vehicles and property across the City. Officers investigating the destruction of property complaints discovered the damage was a result of windows being shot with a BB gun. Between June 17^th and July 6^th, 39 victims, including two local businesses, were identified by police. Some of these victims were not home at the time the damage was incurred and reported the incidents after discovering the damage at a later date.

Follow up investigation by Detective Kevin Forrest led to the identification of three suspects. A vehicle operated by one of the suspects during the destruction spree was located and subsequently searched. Evidence recovered from the vehicle further linked the suspects to the crime.

Following interviews of suspects and witnesses, two adults and a juvenile were charged. The adults were identified as Jennifer Lynn Hagan, age 19, of Frederick and Justin Allen Baker, age 20, of Walkersville. The juvenile charged in the incident was identified as a 17 year old male from Frederick.

Baker and the juvenile male were each charged with 36 counts of Malicious Destruction of Property Less Than $500, two counts of Malicious Destruction of Property Over $500 and one count of Malicious Destruction of Property Scheme Over $500. Hagan was charged with one count of Conspiracy to Commit Malicious Destruction of Property Scheme Over $500.

The estimated damage amount was determined to be in excess of $6,500.

Baker and Hagan were served with a criminal summons and are scheduled to appear in court on September 22, 2009. The juvenile was released to the custody of a family member.

Hit and Run Arrest: Tyler Seaton Beckwith

At 8:53 AM, today, OFC Sheena Maples responded to a reported Hit-and-Run traffic accident in the parking garage of Frederick Memorial Hospital, 400 W. 7^th St., involving a blue Cadillac with Maryland tags. Information received also alleged that the suspect vehicle was being operated by Tyler Beckwith who was wanted through this agency for Third and Fourth Degree Burglary.

While Officer Maples was entering the garage, she observed the Cadillac driving toward her vehicle. The Cadillac then swerved and struck Officer Maple’s police cruiser and continued through the closed exit barrier of the garage and escaped onto W. 7^th St. Officer Maples was not injured but the police vehicle sustained significant damage to the driver’s side rear quarter.

Additional officers responded to the scene and began to search the area. Two concerned citizens observed the police activity and alerted police to the Cadillac’s location in the Sunset Walk apartment complex. Police units responded, set up a perimeter and conducted a search of the area. The search area extended from Fairview Ave to Motter Ave to W. 9^th St. to the northern edge of North Frederick Elementary School and involved officers in vehicles, on foot and a police K9 unit.

The Cadillac was found abandoned in the complex and Beckwith was later located hiding adjacent to North Frederick Elementary School. He was arrested and transported to Frederick Police Headquarters for questioning.

Subsequent investigation revealed that Beckwith had been contacted by FMH Security personnel, who found him sleeping inside the Cadillac the garage. Once they discovered his identity, they noted that Beckwith was a former hospital employee who had been terminated around the first of the year (2009). Beckwith then attempted to leave the area and struck two other vehicles with the Cadillac prior to Officer Maples’ arrival.

Arrested: Morris, Stephon Christopher

On the above date and time officers of the Frederick Police Department’s Directed Patrol Unit were conducting covert foot patrols on the south-side of Route 40. While on patrol in the area of 605 Himes Ave, officers noticed two suspicious individuals walking through the parking lot. The individuals appeared to be looking at vehicles in the area. While the officers were in observation, one of the individuals opened the door of a parked vehicle, and began to look through it. Both individuals were approached, identified, and detained. Through subsequent questioning the individual admitted it was not his vehicle, and it was his intent to steal items within. This individual was identified as Stephon Christopher Morris DOB 02/19/1991. The other individual was identified as a juvenile, therefore no further information will be provided.

The Morris subject was transported to central booking for processing without incident.

Drug Arrest - Obrien, Michael Scott

8/1/09 officers were on routine patrol in the area of W. Patrick St. and Baughmans Ln. The officer observed the passenger side headlight was not functioning. A traffic stop was conducted. After contacting the driver, the officer summoned a police K-9 to respond to the scene. A sniff of the vehicle was conducted and the K-9 alerted to the presence of narcotics inside the vehicle.

The driver Obrien was placed under arrest. He was searched incident to arrest and no contraband was located. When officers searched the vehicle, they located a pipe with crack cocaine inside. Additionally, Obrien’s privilege to drive was suspended. Furthermore, he had an open warrant through the Frederick County Sheriffs Office.

Obrien was transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
