Arrested: Eric Ryan Daly

On today’s date, 05-30-09, at approximately 0128 hours, Sgt. Wayne Trapp of the Frederick Police Department initiated a traffic stop on a vehicle operated by the arrestee, Eric Ryan Daly, for driving erratically on Rt. 15 north bound. Once Mr. Daly stopped, Sgt. Trapp believed he was possibly driving while under the influence of alcohol. Sgt. Trapp was also advised by Mr. Daly that his license was Revoked. Sgt. Trapp’s Standardized Field Sobriety Tests concluded that Mr. Daly was intoxicated and he was arrested. During the arrest process, Sgt. Trapp was also advised that Mr. Daly was wanted on a Circuit Court Warrant for Violating Probation for a previous First Degree Burglary conviction. Mr. Daly was processed and taken to Central Booking where the warrant was served by FCSO deputies. He will be held before he can be taken before a judge for the warrant on Monday.

Drug Enforcement Unit

On this date members of the Drug Enforcement Unit responded to the 900blk. N. East St. for a drug complaint. When officers arrived they observed two males sitting inside a jeep in the parking lot. As officers continued to observed the subjects it appeared the subjects were ingesting cocaine. As officers walked beside the vehicle, the officers observed the males ingesting cocaine. Both suspects were placed under arrest and transported to Frederick Police Headquarters for further processing.

Both subjects were then transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.

DATE: 05-28-09 TIME: 0205 hrs.

On the above date and time OFC Holler observed a vehicle in the area of E 16th St. and N. East St. travelling at a high rate of speed. When OFC Holler attempted to stop the driver, the driver continued driving away at a high rate of speed. The chase ended when the driver stopped the vehicle in front of his house. The driver was subsequently charged with several traffic offenses, including fleeing and eluding police, and possession of CDS and paraphernalia. The driver was transported to FCADC for processing.

1. Reckless driving
2. Negligent Driving
3. Speed greater than reasonable
4. Flee/elude police in veh.
5. Possess CDS (marijuana)
6. Possess CDS paraphernalia

Special Olympics Maryland (SOMD)

Each year, law enforcement officers from across the state raise money for Special Olympics Maryland (SOMD) by participating in the Law Enforcement Torch Run for Special Olympics. Since 1986, when the Maryland Torch Run began, it has grown consistently every year.

On June 4, 2009, at 10:00 a.m., runners and bikers from Frederick County’s Law Enforcement community as well as athletes from the Frederick County Chapter of the Special Olympics will convene at the Frederick County Court House for the reading of the Proclamation of Special Olympics Week. Subsequently, they will be participating in Frederick County’s leg of the Annual Law Enforcement Torch Run Relay. Participants will be running and/or bicycling a 3.1-mile course through historic Frederick.

The MD Torch Run Relay involves more than 2,000 law enforcement officers from around the state who take part in a 600-mile, one-week torch relay to pass the Special Olympics "Flame of Hope" across Maryland. All of the relays will converge in Towson on Friday, June 5 for the lighting of the cauldron during the 2009 SOMD Summer Games Opening Ceremonies.

We would like to extend this invitation to the public and the press to attend the reading of the proclamation and participate in the run/ride/walk to show your support for the Special Olympics . Funds are raised by the sale of T-Shirts and hats at a nominal cost of $10. All proceeds go directly to the Maryland, Special Olympics.

Arrest of Wanted North Carolina Man

On Friday, May 22, 2009, at approximately 4:45 pm, the Frederick Police Department was contacted by authorities in Surry County, North Carolina in reference to a wanted person who was believed to be in the Frederick area.

Oliver Coleman King, age 25, of Mount Airy, NC, had an arrest warrant for attempted murder, assault with a deadly weapon and infliction of serious injury with intent to kill. The charges stemmed from a shooting that occurred on May 21, 2009 at approximately 8:30 pm in the 100 block of Eleanor Ave. in Mount Airy, NC. During that incident, a man was shot in the lower abdomen and was receiving treatment at the Wake Forest University Baptist Medical Center.

Based on information received from the North Carolina Bureau of Investigation, members of the Frederick Police Department responded to the area of the 1500 block of Andover Ln., where the vehicle King was reported to be operating was located in the driveway of a family member. Officers took up positions around the house until a search warrant for the property could be obtained.

Upon receiving a search warrant for the property, a call was made to the residence and King surrendered to police without incident. A search of the residence was conducted and no additional evidence was recovered.

King was transported to the Frederick County Adult Detention Center and served with a Fugitive Warrant. He is currently being held without bond awaiting an extradition hearing.

Daryl Campbell Arrested

At about 2019 hours on May 24, 2009, OFC Edward Hanner was on patrol in the first block of South Market Street. He observed an intoxicated male cross the street, causing traffic to stop. He then observed the man strike an iron stair rail at 34 South Market Street. A decorative iron element (pineapple) of the railing broke off. The commotion caused passerby to stop and see what was happening. OFC Hanner arrested the man and identified him as Daryl Campbell (photo above).

Other witnesses reported seeing Campbell in the 200 block of North Market Street a few minutes prior to his arrest. The witnesses saw him popping balloons and knocking over businesses’ signs.

At Central Booking, OFC Hanner charged Campbell with the two offenses listed below:

1. Malicious Destruction of Property Under $500
2. Disorderly Conduct

DATE: 05/24/09 TIME: 0230 hours

Officers received a call for an assault that had just occurred. OFC Milyard responded to the area of 1094 Greenwall Place, where a subject was found bleeding and lying on the steps to the apartment building. He had been assaulted by two Hispanic males known only as Victor and Jorge. The subject had injuries and lacerations to his head, and he was taken to Washington County Hospital by ambulance for treatment. He had been struck several times in the head and back with a long, skinny piece of metal piping. The injuries do not appear to be life threatening.

A thorough search of the area was negative in locating the suspects. Investigation into the identities of the suspects is continuing. Anyone with information is asked to contact FPD at (301)600-2100.

Armed Robbery

DATE: 05-23-09 TIME: 2228 hrs.

On the above date and time Officers of the Frederick Police Department Patrol Division responded to a reported armed robbery. The victim was walking on the West side of N. McCain Drive when he was accosted by two male subjects. One of the subjects was a Black Male the other a White Male. The B/M is described as approximately 5’-09”, slender w/short Black hair in twisted knots and some facial hair. The W/M is described as about the same height and skinny. Both subjects approached the victim and the B/M produced a handgun. The W/M pushed the victim to the ground and removed his wallet. The suspect then took currency from the wallet and tossed the wallet before fleeing East through the Wolfe Furniture parking lot.

Officers searched the area but were unable to locate the suspects. The victim was not injured during the robbery. Anyone with information is asked to call the Frederick Police at 301-600-2100.

Search and Seizure Warrant

On May 22, 2009, at approximately 1600 hours, the Frederick Police Department Drug Enforcement Unit served a search and seizure warrant at 795 G Wembly Drive. During the search of the residence, officers found and seized marijuana and paraphernalia. As a result of the search, Bruce and Scott were arrested.

Bruce and Scott were transported to the Frederick County Adult Detention Center to appear before a District Court Commissioner.

ATM Tampering Investigation - Update

The Frederick Police Department has released the name of the bank and location of the compromised ATM from the previously reported tampering investigation. The compromised machine is a PNC Bank ATM located at 191 Thomas Johnson Dr.

At this time, no suspects have been identified and the investigation is continuing.

The Frederick Police Department and the Frederick County Sheriff’s Office are conducting an investigation into the tampering of an Automated Teller Machine. In April an ATM in the City of Frederick was rigged with a device used to read the magnetic strips of credit/debit cards. The device recorded the credit card numbers of customers using the ATM. It is also believed a video recording device was placed near the ATM to capture customer PIN numbers being entered into the machine. The information was then used to make fraudulent credit cards that were used to withdrawal money from various locations in Maryland and surrounding states. This type of fraud has been identified nationwide and is not unique to this area.

Several victims have been identified in the City of Frederick and Frederick County. It is believed additional cards may have been compromised. If an individual suspects their card may have been compromised, they are encouraged to first contact their local bank branch. If it is then determined that a credit/debit card has been compromised, residents of the City of Frederick are being directed to contact Detective William Forder of the Frederick Police Department at 301-600-1220. Victims of this fraud residing in Frederick County are asked to contact Detective Willie Ollie of the Frederick County Sheriff’s Office at 301-600-3605.

Police are advising residents who use ATM devices to be alert to anything suspicious, such as items attached to the ATM, brochure containers with holes directed toward the keypad, or anything that appears to be out of place or unusual. Report suspicious activity to your local police agency.

This is an ongoing investigation. As such, the bank name and location of the compromised ATM is not being released at this time.
