Stabbing
On the above date and time, officers responded to 209 W. 5th St for a stabbing. Once on scene, they located a large amount of blood at the front and rear doors of the residence. The residence was locked and forced entry was made to locate victims and or suspects. No persons were located inside the residence, but FMH advised that a person with a severe chest wound just entered their emergency room. Officers contacted the victim and he explained that an altercation occurred inside the above residence. The altercation occurred when the suspect attempted to leave the residence with the victim’s hat. When the victim attempted to retrieve the hat, he was attacked with a knife. The suspect has been identified as Paula Denise Fatka (Photo right), W/F, 05/27/1981, 5’6”, 125lbs, long black hair, brown eyes, numerous scars and tattoos on each arm. Checks of the area were negative. Anyone with information on the location of the suspect is asked to call the Frederick Police Department at 301-600-2100. The victim, Steven Alan Burdette, 26, was in stable condition at FMH at the time of this press release. Mr. Burdette was found to have an open arrest warrant through the FCSO for CDS charges and he will be placed in their custody upon release.

Crime Initiative
FPD is using every available resource to reduce street crimes in the City of Frederick.
A few tools used by the Department to combat this increase include the following:
- Increased visibility in areas identified by FPD Crime Analyst
- Plain clothes surveillance and decoy operations
- Increased Field Interviews of persons acting suspicious in targeted areas
- Crime prevention tips available to public
- Provide whistles for Whistle Defense initiative.
- Upon arrest, the Community Prosecutor/Edward Lulie will ensure the proper follow-up and aggressive prosecution of those arrested.
- Requested the assistance of Maryland State Police for increased visibility in the Rt. 40 area during the months of October, November and December.
- Detailed Crime Analysis and comparison with surrounding jurisdictions.

Crime Prevention Tips:
Personal Safety Tips on the Street
- If possible, don't walk alone during late-night hours. Walk in groups whenever you can—there is always safety in numbers.
- Let a family member or friend know your destination and your estimated time of arrival or return. That way, the police can be notified as quickly as possible if there is a problem.
- Stay in well-lit areas as much as possible. Avoid alleys, vacant lots, wooded areas, and other short-cuts or secluded areas. They are usually not well-lit or heavily traveled.
- Walk on the sidewalk whenever possible. Walk close to the curb, avoiding doorways, bushes, and other potential hiding places.
- If you have to walk in the street, walk facing traffic. A person walking with traffic can be followed, forced into a car, and abducted more easily than a person walking against traffic.
- Walk confidently, directly, and at a steady pace. Don't stop to talk to strangers.
- Wear clothing and shoes that give you freedom of movement. And don't burden yourself with too many packages or items.
- Always be aware of your surroundings. If you are wearing headphones, don't turn up the volume so high that you cannot hear outside noises.
- Never hitchhike or accept rides from strangers.
- Report any suspicious activity or person immediately to the Frederick Police Department at 301-600-2100 Or, if it is an emergency, dial 9-1-1.
- Avoid carrying large sums of cash, or displaying expensive jewelry in public.
- Wherever you are—on the street, in an office building or shopping mall, driving, waiting for a bus or subway—stay alert and tuned in to your surroundings.
- Send the message that you're calm, confident, and know where you're going.
- Trust your instincts. If something or someone makes you uneasy, avoid the person or leave.
- Know the neighborhoods where you live and work.
- Check out the locations of police and fire stations, public telephones, hospitals, and restaurants, or stores that are open late.
- Don't resist. Give up your property—don't give up your life.
- Report the crime to the police. Try to describe the attacker accurately. Your actions can help prevent others from becoming victims.
The crime of “carjacking” – which is stealing a car by force – captures headlines across the country. Statistically speaking, however, your chances of being a victim of carjacking are very slim, and taking preventive measures can reduce that risk even more.
- If the carjacker threatens you with a gun or other weapon, give up your car. Don’t argue. Your life is definitely worth more than a car.
- Get away from the area as quickly as possible.
- Try to remember what the carjacker looked like—sex, race, age, hair and eye color, special features, clothes.
- Report the crime immediately to the police.
Frederick Police Explorer Post wins award

Drug Enforcement Unit
Officers observed crack cocaine on the lap of the passenger and he was placed under arrest. Additionally, a search of the vehicle yielded a pipe used to smoke crack cocaine. The driver Payne, Marvin and the passenger Moten were both transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.

Crystal Park Apartments Robbery Arrest
Det. Jorge Garcia of the Criminal Investigation Division investigated the incident and developed a suspect, later identified as Elwayne Ondra Daniels. During his investigation, Det. Garcia was able to obtain information which led to the issuance of a search warrant for Daniels’ apartment located at 818 Blakely Ct. On Saturday, 01/17/09 at approximately 11:45 pm, members of the Department’s Special Response Team and Criminal Investigation Division executed the search warrant at 818 Blakely Ct.
As a result of evidence gathered from the search warrant and information obtained during interviews, Det. Garcia applied for criminal charges on Daniels. An arrest warrant was issued for Daniels charging him with Armed Robbery, Robbery, 1st Degree Assault, 2nd Degree Assault, Use of a Handgun in the Commission of a Crime of Violence, Reckless Endangerment, and Theft Less Than $100. Daniels was arrested this morning and was taken to the Frederick County Adult Detention Center for service of the warrant. Following an appearance before the District Court Commissioner, he was being held on $7,500.00 bond.
The Criminal Investigation Division has determined that this robbery is not related to the two robberies of pizza delivery drivers on Heather Ridge Dr. that occurred on 01/07/09 and 01/09/09.
This arrest brings to a close four robberies committed in the City of Frederick since 01/08/09. During that time period, the Frederick Police Department has charged three adult males and charges against two juvenile females are still pending.

PAL Program announces return of Karate program
The regular schedule for the karate program will be:
Sagner PAL Center - Monday & Wednesday evenings from 4:30 – 5:30 pm
PAL @ Hillcrest Elementary - Tuesday & Thursday evenings from 7:15 - 8:15 pm
The PAL Program is but one aspect of the Department’s multi-faceted, progressive approach to policing in our community in general, and reaching out to the City’s youth specifically.
The Police Activities League of Frederick (PAL) began in August of 1999, and is a recreation-oriented juvenile crime prevention program that relies heavily upon athletics and recreational activities to create and cement the bond between police officers and the kids on the street. During the school year the PAL program is offered in the evenings at the PAL Center in the Sagner Community and at Hillcrest Elementary School. PAL offers kids a safe nurturing place to learn and interact with the police officers all while having a good time.

Stolen Vehicle Arrest - Wilson, Moises

Ballou, Kirk Xavier arrested for Armed Robbery
Det. Thomas Tokarz of the Criminal Investigation Division investigated both robberies and was able to identify two juvenile females believed to be involved in the Friday robbery. As the investigation continued, a 17-year-old male suspect was identified and taken into custody on 01/13/09 by members of the Patrol Division. The male suspect was interviewed and subsequently linked to both armed robberies. He was identified as Kirk Xavier Ballou, age 17, of Frederick. Based on the nature of the offenses, Ballou was transported to the Frederick County Adult Detention Center and charged as an adult with two counts each of armed robbery, conspiracy to commit armed robbery, 1st degree assault, 2nd degree assault, wearing and carrying a dangerous weapon and theft less than $500. Following an appearance before the District Court Commissioner, Ballou was being held on $375,000 bond.

Theft from Vehicle arrests
Ofc. Hoxie and Ofc. Bolden of the Department’s Patrol Division investigated three of the vehicle break-ins during the week of January 5th, and were quickly able to determine two suspects, Williams and Estep (see below). With the assistance of video surveillance from a local pawn-shop and home improvement store, Williams and Estep were identified as being involved in two of the vehicle break-ins and linked to numerous others. Ofc. Hoxie and Ofc. Bolden were able to obtain and serve, with the assistance of the Department’s Directed Patrol Unit, Drug Enforcement Unit, and Criminal Investigations Division, arrest warrants and search and seizure warrants for the two subjects. Both were arrested over this past weekend and are currently being held at the Frederick County Adult Detention Center.
Some of the stolen property has been recovered. The investigation is still on-going. The Frederick Police wants to remind the citizens of the City of Frederick that almost all of the property stolen from those vehicles involved in this investigation was property left in plain view in vehicles parked at the owner’s residences. You can prevent yourself from becoming a victim of such crimes by ensuring that all property of any value should be removed from vehicles when out of sight of the owner.

Drug Arrests
A K-9 officer was called to the scene of the traffic stop and the K-9 handler advised that the K-9 alerted tot the presence of a narcotic odor coming from the vehicle. The vehicle was then searched and a quantity of suspected marijuana was recovered from several places within the interior of the vehicle. The vehicle operator (Phaeton) as well as his three passengers were arrested and charged as listed below.
All of the arrestees were transported to Frederick County Central Booking for processing and appearances before the District Court Commissioner. All were released on their own recognizance.

Assault and Disorderly Conduct Arrests
While officers were dealing with the above situation, a second subject began interfering with the officers, yelling obscenities and causing a disturbance. He was told by several officers to cease his actions, but continued and was eventually arrested by OFC M. A. Irons. This subject was identified as the below listed Ruppert arrestee and was charged as listed.
Both arrestees were transported to Frederick County Central Booking where they were processed and had hearings before the District Court Commissioner who released both men on their own recognizance.

UPDATE: BB&T Bank Robbery - Beals, Jonpaul Loren arrested
UPDATE:
While investigating the bank robbery at the BB&T bank on W. Patrick St., the Frederick County Sheriff’s Office received a report of an armed robbery at the Giant supermarket on New Design Rd. at approximately 4:06 pm. Minutes later, another robbery was reported at the Rite Aid pharmacy on New Design Rd. and Crestwood Blvd. The suspect description in both robberies matched that of the suspect from the bank robbery at the BB&T bank.
Detectives from the Frederick Police Department responded to the Rite Aid pharmacy to assist deputies with their investigations to determine if the robberies were related. Investigators from both agencies were able to link the robberies to the same suspect through video surveillance. During the investigation, a suspect was developed and later taken into custody by the Fredrick County Sheriff’s Office. The suspect, identified as Jonpaul Loren Beals, age 29, of Frederick, was interviewed and information was obtained linking him to all three robberies.
Detective William Forder, an investigator with the Frederick Police Department, charged Beals with the robbery of the BB&T bank on W. Patrick St. Beals was charged with Armed Robbery, Theft Over $500, and Use of a Handgun in the Commission of a Crime of Violence.
Drug Enforcement Unit
Officers located the suspected dealer Smothers and placed him under arrest. A search incident to arrest, officers located additional marijuana on Smothers. All suspects were transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.

The adult dealer Hall was transported to the Frederick County Adult Detention Center for an appearance before a District Court Commissioner. The juvenile male was transported to Frederick Police Headquarters and was released to his parents.

Commercial Burglaries
Officers made additional checks of other businesses in the area and discovered that the Coffee Table and Queen Nails located at 2401 Whittier Drive had also been burglarized and had their front doors shattered. An undisclosed amount of money was taken fro each of the businesses.
A suspect was seen and is believed to be a black male who was wearing a hooded sweatshirt. Crime scene technicians responded to process the scenes for evidence and the investigation continues.

Cpl. Pue was able to wake the subject, but while trying to explain the need to pay the cab fare, the subject refused to pay the fare or provide identification. When advised that he would be subject to arrest for theft of the cab driver’s services if he continued to refuse to pay, the subject shoved Cpl. Pue and was subsequently placed under arrest for assaulting him. The suspect resisted handcuffing, however with the assistance of the cab driver, Cpl. Pue was able to bring the subject under control and place him in handcuffs.
The subject was identified as Seal, Benny Orbin and transported to Frederick County Central Booking, where he had a hearing before the District Court Commissioner and was subsequently held on $6500.00 bond.
