Drug Arrests

On 01/10/2009 at approximately 2226 hours, OFC R. T. Wharton of the Frederick Police Department was on patrol in the area of the 1000 block of Heather Ridge Dr. when he observed a vehicle leaving an area known for a high level of CDS activity. OFC Wharton observed that the vehicle had an illegally modified exhaust system and stopped the vehicle in the area of T.J. Drive and Opossumtown Pike.

A K-9 officer was called to the scene of the traffic stop and the K-9 handler advised that the K-9 alerted tot the presence of a narcotic odor coming from the vehicle. The vehicle was then searched and a quantity of suspected marijuana was recovered from several places within the interior of the vehicle. The vehicle operator (Phaeton) as well as his three passengers were arrested and charged as listed below.

All of the arrestees were transported to Frederick County Central Booking for processing and appearances before the District Court Commissioner. All were released on their own recognizance.

Arrested: Lyle Anthony Phaeton, Steven Blaine Long, Gwaltney Edward Marshall, Jr. and Michael Allen Weedon

Assault and Disorderly Conduct Arrests

On 01/11/2009 at approximately 0200 hours, OFC D. E. Stephenson was monitoring the area of the 100 block of S. Market St. as numerous local bars were in the process of closing. OFC Stephenson heard the sounds of an altercation and responded to the area of Citizen’s Way, where he discovered numerous people suffering from the effects of pepper spray and observed a male running from the area. Witnesses advised OFC Stephenson that the male had challenged the victims to a fight and had then pepper sprayed them and OFC Stephenson pursued the suspect and apprehended him a short distance away. At the time of his arrest, he was still in possession of a canister of pepper spray that had been used in the assault. This arrestee was identified as the below listed Nolan subject and was charged as listed. The investigation into Nolan’s actions continues.

While officers were dealing with the above situation, a second subject began interfering with the officers, yelling obscenities and causing a disturbance. He was told by several officers to cease his actions, but continued and was eventually arrested by OFC M. A. Irons. This subject was identified as the below listed Ruppert arrestee and was charged as listed.

Both arrestees were transported to Frederick County Central Booking where they were processed and had hearings before the District Court Commissioner who released both men on their own recognizance.

Arrested: Christopher Phillip Nolan and Ryan Ross Ruppert

Drug Enforcement Unit

On this date members of the Drug Enforcement Unit served a search and seizure warrant at 90 Waverly Dr. FF301. During the service of this warrant, officers located a quantity of marijuana. Additionally, officers located drug paraphernalia throughout the residence. The residents came home during the service of the warrant and were placed under arrest.

Both subjects were transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.

Arrested: Sandoval, Brandalyn J. and Sandoval, Pablo J.

UPDATE: BB&T Bank Robbery - Beals, Jonpaul Loren arrested

On 01/08/09 at 3:41 pm, the Frederick Police Department responded to the BB&T bank located at 1370 W. Patrick St. for a report of an armed robbery. Preliminary investigation revealed a male entered the bank and approached a bank counter. While at the counter, the male produced a handgun and demanded money from the bank teller. After receiving an undisclosed amount of money, the suspect fled the bank in an unknown direction. The suspect was not located during an initial search of the area. The suspect was described as a white male, average build, wearing a gray hooded sweatshirt and blue jeans.

UPDATE:

While investigating the bank robbery at the BB&T bank on W. Patrick St., the Frederick County Sheriff’s Office received a report of an armed robbery at the Giant supermarket on New Design Rd. at approximately 4:06 pm. Minutes later, another robbery was reported at the Rite Aid pharmacy on New Design Rd. and Crestwood Blvd. The suspect description in both robberies matched that of the suspect from the bank robbery at the BB&T bank.

Detectives from the Frederick Police Department responded to the Rite Aid pharmacy to assist deputies with their investigations to determine if the robberies were related. Investigators from both agencies were able to link the robberies to the same suspect through video surveillance. During the investigation, a suspect was developed and later taken into custody by the Fredrick County Sheriff’s Office. The suspect, identified as Jonpaul Loren Beals, age 29, of Frederick, was interviewed and information was obtained linking him to all three robberies.

Detective William Forder, an investigator with the Frederick Police Department, charged Beals with the robbery of the BB&T bank on W. Patrick St. Beals was charged with Armed Robbery, Theft Over $500, and Use of a Handgun in the Commission of a Crime of Violence.

Drug Enforcement Unit

On this date members of the Drug Enforcement unit were conducting surveillance in the area of Pennsylvania Ave. and Hope Circle. Officers observed a male who was identified as Smothers, Izaiah conduct a drug transaction with another male who was identified as Baugher, Curtis. Baugher exited the area in a vehicle and a traffic stop was conducted shortly thereafter. Baugher indicated he had given the suspected marijuana to another passenger inside the vehicle who was identified as Devilbiss, Lindsey. Both Baugher and Devilbiss were placed under arrest.

Officers located the suspected dealer Smothers and placed him under arrest. A search incident to arrest, officers located additional marijuana on Smothers. All suspects were transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.

Bank Robbery

On 01/08/09 at approximately 3:41 pm, the Frederick Police Department responded to the BB&T bank located at 1370 W. Patrick St. for a report of an armed robbery. Hall, Michael Gordon - Arrest

On this date officers from the Drug Enforcement Unit arranged to make a purchase of marijuana. The suspected dealer arranged to meet officers in the 1700blk. Kingfisher Dr. to purchase $50 worth of marijuana. The suspected dealer contacted the undercover officer and completed the sale of marijuana. He was subsequently placed under arrest. A search incident to arrest of the vehicle in which they were driving, officers located an additional 13 grams of marijuana and a digital scale with marijuana residue.

The adult dealer Hall was transported to the Frederick County Adult Detention Center for an appearance before a District Court Commissioner. The juvenile male was transported to Frederick Police Headquarters and was released to his parents.

Commercial Burglaries

On 01/04/09 at 0423 Hrs members of the Frederick Police Department responded to 2060 Yellow Springs Road for two commercial burglaries. Responding officers discovered that the front doors to Pizza Blitz and Pablano Grill were shattered. Officers entered the businesses and discovered that they had been burglarized.

Officers made additional checks of other businesses in the area and discovered that the Coffee Table and Queen Nails located at 2401 Whittier Drive had also been burglarized and had their front doors shattered. An undisclosed amount of money was taken fro each of the businesses.

A suspect was seen and is believed to be a black male who was wearing a hooded sweatshirt. Crime scene technicians responded to process the scenes for evidence and the investigation continues.

Arrest - Fatka, Paula Denise

On this date members of the Drug Enforcement unit were conducting surveillance in the area of 400blk. W. South St. Officers observed a female identified as Fatka involved in a drug transaction. Officers moved in and placed Fatka under arrest. A search incident to arrest, officers found marijuana and crack cocaine.

Fatka, Paula Denise was transported to the Frederick County Adult detention Center for an appearance before the District Court Commissioner.

Shots Fired

On 01/01/2009 at approximately 0015 hours, Officers of the Frederick Police Department responded to the area of Tillman Place and Hillcrest Dr. for a report of “Shots Fired”. Upon arrival, officers found numerous shell casings in a front yard. Numerous witnesses advised that they had observed 2 males dressed all in black and that at least one of the subjects had been seen firing a handgun. The suspects then fled east towards Seneca Dr. and were last seen in the area of Hollyberry Dr. No victims or property damage were located. Hindering Arrest

On 12/31/2008 at approximately 2327 hours, several Frederick Police officers responded to the Hard Times Café at 1003 W. Patrick St. for a reported assault. Upon arrival, the suspect in the assault was found to be in the parking lot of the establishment. As officers attempted to speak to the suspect, they were approached by the below listed arrestee, who advised his intention of preventing the officers from speaking to the suspect. The arrestee was advised to stay out of the investigation, but continued to interfere, requiring at least one officer to pay attention to him during the course of the incident. It developed that the arrestee was in possession of information and property belonging to the suspect that was required to properly complete the investigation. When asked for these items, the arrestee admitted having them, but refused to give them to the officers. These items were not the property of the arrestee and he had no standing to refuse to surrender them. Guariglia, Rick Adam was given the opportunity to comply with the orders, but continued to refuse and was subsequently arrested for hindering the officers’ investigation

Assault Arrest

On 01/01/2009 at approximately 0050 hours, Cpl. M.E.Pue, III responded to 278 Longford Dr. for a welfare check. Upon arrival, Cpl. Pue discovered a City Cab with a subject passed out in the rear seat. The operator of the cab advised that he could not wake the subject and that the subject owed a fare to the driver.

Cpl. Pue was able to wake the subject, but while trying to explain the need to pay the cab fare, the subject refused to pay the fare or provide identification. When advised that he would be subject to arrest for theft of the cab driver’s services if he continued to refuse to pay, the subject shoved Cpl. Pue and was subsequently placed under arrest for assaulting him. The suspect resisted handcuffing, however with the assistance of the cab driver, Cpl. Pue was able to bring the subject under control and place him in handcuffs.

The subject was identified as Seal, Benny Orbin and transported to Frederick County Central Booking, where he had a hearing before the District Court Commissioner and was subsequently held on $6500.00 bond.
