Commercial Burglary


On 4-29-10, at approximately 0259 hours, OFC Stephenson of the Frederick Police Department’s Patrol Division was conducting business checks in the 800 block of N. East St. when he observed a male inside of the vacant business located at 880 N. East St. Officers were able to gain access to the business and found the suspect, Roy Judd Clift, hiding inside. Further investigation revealed that Clift had broken into the business to steal stolen copper pipe and was in possession of tools used to commit the burglary. Clift was taken to FCADC for processing and to see a District Court Commissioner. Clift was charged with the following:

Armed Robbery

On 04/25/10 at approximately 10:34pm Frederick Police received a call for an armed robbery that just occurred in the area of 1473 W. Key Pkwy., Frederick MD. Upon arrival officers found a victim who reported she was robbed at gunpoint by a suspect as she walked into her apartment building.

The suspect threatened the victim with a handgun, struggled with the victim briefly, then ran away with undisclosed property and currency. The victim sustained a minor injury during the incident.

The suspect was described as a B/M, dark skin, medium build approximately 5’10” to 6’ tall, wearing black pants, black jacket and black shoes. The victim advised the suspect wore a bandana covering his face.

The suspect ran from the scene toward Stonegate Dr. Numerous officers responded to the area, but the suspect was not located. Anyone with information regarding this crime is asked to contact the Frederick Police Department immediately at 301-600-2102.

Weapons Offencse


At about 1416 hours on April 25, 2010, Ofc. Kyle Jones was on patrol in a marked police car when he noticed that the Lincoln Navigator driving in front of him had expired tags.  He had a Frederick Police Dispatcher run a check on the tag through the MVA database.  The check confirmed that the tags had expired over two years ago.  Ofc. Jones made a traffic stop in the 200 block of North Market Street. 

He identified the driver and sole occupant as Dalineta Marquette Fitzgerald.  A driver’s license check through the MVA data base showed that Fitzgerald has no driver’s license, and his privilege to drive in Maryland is suspended.  Ofc. Jones arrested Fitzgerald because of the traffic offenses. 

A backup officer searched the center console of the Lincoln, and recovered a loaded Glock 9mm handgun.  Fitzgerald does not have a permit to transport or carry the weapon.  Ofc. Jones charges him with the additional criminal offense at the Frederick County Adult Detention Center Central Booking Unit.

Commercial Burglary

On 04/24/10, at approximately 0245 hours, officers of the Frederick Police Department’s Patrol Division responded to the AT&T store located in the 1100 block of W. Patrick St. for a commercial burglary. Officers discovered two black males, dressed in dark clothing, broke into the business and stole merchandise from the store.

Armed Robbery

On 04/23/10, at approximately 0445 hours, officers of the Frederick Police Department’s Patrol Division responded to an armed robbery call in the 1200 Block of W. Patrick St. The victim reported that he was walking to work on the path behind the Freestate gas station when he was robbed at gunpoint. An undisclosed amount of cash was taken during the robbery.

The suspect is described as a white male, approximately 6’0” and approximately 150lbs. The suspect wore a black hooded sweatshirt, black ski mask, blue jeans, and displayed a silver handgun.

Pangaea Heritage Festival

PANGAEA FREDERICK – A FESTIVAL CELEBRATING OUR HERITAGE

Festival to host International music, dance, food, and marketplace

Celebrate Frederick is pleased to announce this year’s 3rd annual Pangaea Frederick agenda. Strong Arm Robbery

On 04/19/2010, officers of the Frederick Police Department responded to the area of the 2500 block of Carrington Way for a strongarm robbery and assault. The juvenile victim reported he was approached by four black males, wearing black hooded sweatshirts, who struck him in the face and back and knocked him to the ground. The victim was then robbed of several personal items.

A canvass of the area and a K-9 track were unsuccessful in locating the suspects, who were last seen leaving the area on foot down Tuscanney Drive.

The victim received treatment for minor injuries at FMH.

Strong Arm Robbery

On today’s date at approximately 1330 hrs. Officers from the Frederick Police Department responded to a reported strong arm robbery at 500 W. Patrick Street. Upon arrival the victim was contacted in the parking lot and related the following information. He was returning to his car after visiting Rita’s Italian Ice. Once seated in his vehicle he was approached by a B/M who reached into the car through the open driver’s window and robbed the victim of an undisclosed amount of U.S. Currency. The suspect fled the scene on foot in the direction of Catoctin Avenue. The suspect is described as a medium complected B/M, thin build with a stubble beard.

Frederick Crime Stats


Each year the Frederick Police Department releases its Uniform Crime Report for Part I offenses. Part I crimes are those major crimes reported to the Federal Bureau of Investigation as part of the Uniform Crime Reporting System. In 2009 the Department experienced an overall decrease of .8 % in Part I Offenses compared to last year. This decrease is due to the reporting of 19 less Part 1 offenses over last year. As noted in Chart 1, decreases were recorded in burglaries and stolen autos and Increases were recorded in the following: rape, robbery, aggravated assault and theft. Please see attached chart.

Chart 2 (click on chart for full size) shows actual Part I crime numbers from 1991 through 2009. As illustrated in Chart 2, the total Part I offenses were lower in 2009 than in almost every year since 1991. Since 1991, the overall number of Part I crimes continues to be stable despite an increasing population, which has increased by 50% since 1991.

Chief Kim C. Dine thanks and commends the outstanding men and women of the Frederick Police Department, both civilian and sworn, for their continued dedication, as well as for the overwhelming support from our residents. Our partnership with the Neighborhood Advisory Councils and all of our residents continues to have an extremely positive impact on our neighborhoods. Now more than ever these partnerships are more important.

The Frederick Police Department continues its multi-faceted approach to crime and disorder through intelligence-led policing, which focuses on data-driven strategies, information sharing and collaborative partnerships.

The FPD will continue to maximize our resources to combat crime. We face significant challenges, which is why we focused on a number of efforts, including enhancing our technology and working to bring new crime fighting programs to Frederick, as exhibited by our effort working with United States Attorney for the District of Maryland, Rod J. Rosenstein and Frederick County State’s Attorney Charlie Smith, and the Bureau of Alcohol, Tobacco, and Firearms to initiate Project Exile in Frederick. This program has been and will continue to be a great success in putting hardened criminals in prison for lengthy sentences. Likewise, we are working with local and Federal authorities in a number of areas through joint efforts to combat crime. While the overall, long term success has been good, we are particularly concerned about the number of robberies; as such, that is a crime of major focus. In 2009, as it relates to the crime of robbery, the FPD arrested and charged 70 individuals with robbery and related charges. Overall, FPD personnel made a significant number of arrests in 2009 and will continue those efforts.

We also continue to ask our residents to call and email our tip lines to report suspicious activity and to help us solve crimes.

Armed Robbery

On 4-17-10, at approximately 0139 hours, officer from the Frederick Police Department’s Patrol Division responded to Domino’s Pizza at 1 Worman’s Mill Ct. for an armed robbery. Officers found the business had been robbed at gun point. An undisclosed amount of cash was taken from the business. The suspect was described as follows:

· Approx. 6’0”

· Thin build

· Charcoal grey hooded sweatshirt

· Black ski mask

· Jeans

· Silver handgun

Strong Arm Robbery

At about 2017 hours on April 13, 2010, a strong arm robbery occurred outside the Safeway at 927 West 7th Street. A female victim called police and reported that as she exited the store, a man waiting near the shopping carts approached her and snatched her purse. He fled on foot eastward toward Toll House Avenue. She described him as a white male in his 20s, about 5’08” tall. She said he was wearing a black hoodie with dark pants.

Officers, including a police K-9, searched the area, but the suspect was not located. Anyone with information should contact the Frederick Police Department at 301-600-2100 or by using the methods listed at the bottom of this release.

Nine in BSA Troop 792 Attain Rank of Eagle in 2009

Nine Frederick County teens from the same troop earned their Eagle, Scouting’s highest rank in 2009. They are members of Troop 792, sponsored by Christ United Methodist Church in Frederick.

The troop, led by Scoutmaster Bud Foss, was honored to welcome their 29th through 37th Eagle Scouts to the troop’s Eagle Scout roll. The troop reported that the following young men completed these projects to become Eagle Scouts.

Matt Fox, 16, a sophomore at Tuscarora High School, constructed an outdoor classroom with a teacher’s podium and student benches at Ballenger Creek Elementary School in Frederick, MD.

Chris Koza, 18, planted trees to upgrade the disc golf course at Middletown Community Park. Chris, after attending FCC for one year, was recently accepted into the engineering program and ROTC at the University of Maryland. He will start at UM in the fall.

Matt Friis, 16, a sophomore at Tuscarora High School, built a foot bridge over the creek in Middletown Community Park. The bridge created a link between two parts of the park.

Brandon Vance, 16, a junior at Tuscarora High School, oversaw the construction of cat scratch posts for Friends for Life, an animal rescue organization. The cat scratch post will be given to those who adopt a cat.

Cameron Noah, 16, a sophomore at Tuscarora High School, constructed a storage shed for St. Joseph’s Catholic Church in Buckeystown, MD. He collected and disposed of Christmas trees to partially fund his project.

Robert Baker, 18, a senior at Tuscarora High School, built a stairway on a steep slope adjacent to the Little League baseball field in Baker Park (Frederick). The stairway greatly improved safe access to the field.

Matt Van der Kaay, 18, a freshman at UM-Baltimore County, rehabbed the prayer garden at St. Josephs Catholic Church in Buckeystown, MD. The restoration provided a quiet respite for members of the church and the community.

Tyler Foertschbeck, 18, a senior at Tuscarora High School, oversaw the 2007 regional collection center for Operation Christmas Child a ministry of Samaritan’s Purse. Shoeboxes filled with medical supplies, toys and gifts were collected and distributed to under privileged children around the world.

Simon Martin, 17, a senior at New Life Christian School, designed and built crowd control barriers for the Tuscarora High School athletic department. The portable barriers have been used at various sports events.

Each of these Scouts joins a long list of Eagle Scouts who have risen to the highest levels of leadership in business, government, industry and ministry.
