Halloween 2009 Tips

The Frederick Police Department wants all children to be safe this Halloween. By following a few simple safety tips, parents and guardians can make this Halloween a safe and fun time for their trick-or-treaters.

  1. Parents accompany children or groups of children around the neighborhood. If you are letting your child/ren go unaccompanied have them walk with friends in a group and carry a cell phone. Plan your route and share it with your family.
  2. Have your child/ren use glow sticks and reflective tape. Children should also carry flashlights.
  3. Only visit homes that have the porch light on.
  4. Do not allow children to eat or sample any candy while trick or treating. All candy should be checked by a parent/guardian.
  5. Carefully examine any toys or novelty items received by trick-or-treaters under three years of age. Do not allow young children to have any items that are small enough to present a choking hazard.
  6. Costumes should fit well and not drag on the ground to guard against trips and falls. Make sure children can see out of face masks or use face make-up instead of masks.
  7. Keep candles away from landings or doorsteps. Costumes are extremely flammable.

    Also, do not leave burning candles unattended.

new drug prevention programs

The Frederick Police Department, the Frederick County Health Department, and the Partnership for a Drug-Free America today announced the start of two new community education campaigns in the City of Frederick aimed to inform parents and teens about today’s alcohol and drug landscape.

The Partnership for Drug-Free America developed Parents360 and Youth360 in response to strong, positive feedback from Meth360, a multi-disciplinary community outreach program designed to enhance local efforts to deal with the impact of methamphetamine. Implementation of Meth360 resulted in many requests for a parents and youth version, prompting the Partnership to create both programs and expand the scope from methamphetamine to all drug and alcohol issues.

The programs are designed to be co-delivered in teams comprised of law enforcement officers, substance abuse prevention and treatment professionals, as well as other community members committed to the cause of raising awareness at local organizations, schools, churches and parent groups.

The goal of Parents360 (also called Parents: You Matter) is to increase parents’ understanding and confidence in preventing and addressing drug and alcohol issues. The multi-media training program aims to educate parents of teens/tweens about why kids use drugs and alcohol; what parents can do to protect their children, and tips on how to communicate with their kids, monitor their activities, how to spot drug/alcohol use and what a parent should do when they find it.

Youth360 (also called WreckED) is a teen-oriented substance abuse prevention education presentation program that aims to teach teens (15-19 years old) about the realities and consequences of substance use. The program encourages teens to think more introspectively about their own and their friends’ behavior regarding alcohol and other drugs, and to consider the associated consequences of getting involved. In addition to getting attendees to take a closer look at themselves, the presentation will also motivate them to be proactive in “looking out” for their friends who may be engaging in unhealthy behaviors.

Youth360 starts out with a video depicting all aspects of the contemporary drug and alcohol scene that is part of the teen life today, as well as real-life stories of addiction and recovery from the A&E Network program series Intervention. A special wreckED interactive card game was designed that focuses on the issues presented in the video, simulating real life choices, behaviors, and consequences. While the video sets up the bigger picture regarding alcohol and other drug use and abuse, the card game personalizes the choices, behaviors, and resulting consequences, giving the teens the opportunity to play out scenarios from their own experiences and viewpoint.

The Department is also pleased to continue the Meth360 Program to interested groups. This program presents the dangers and warning signs of Methamphetamine manufacture and use, as well as the consequences of becoming addicted.

The Partnership for a Drug-Free America is a nonprofit organization uniting parents, renowned scientists and communications professionals to help families raise healthy children. The Partnership motivates and equips parents to prevent their children from using drugs and alcohol, intervene when drug and alcohol use is present and find help for family and friends in trouble. The Partnership’s site, drugfree.org, translates current research on teen behavior, addiction and treatment into easy to understand tips and tools and connects parents with expert advice and support. For parents who need help starting and maintaining conversations with their kids about drugs and alcohol, Time To Talk, a nationwide parents’ movement, offers empowering tips and tools at TimeToTalk.org. The Partnership depends on donations from individuals, corporations, foundations and government. The Partnership thanks SAG/AFTRA and the advertising and media industries for their ongoing generosity.

Christopher Wayne Allen Arrest


On today's date officers from the Frederick Police Department’s Directed Patrol Unit were conducting covert foot patrols in the area of Tollhouse Ave. This area of the city has been experiencing an increase in commercial burglaries over the past couple weeks. These foot patrols were being conducted to prevent further occurrences, as well as identify and charge the individual(s) responsible.

While on foot officer’s attention was drawn to the sound of breaking glass. Officers came upon an individual who was to the rear of a business in the 300 block of W 7th St. Officers approached this individual, who was later identified as Christopher Wayne Allen, and asked what he was doing. Allen admitted he broke out the window, and planned on entering the business. Officers placed Allen under arrest for destruction of property and attempted 4th degree burglary. Through subsequent interview, Allen admitted his intention was to steal cash from inside the location. This investigation is continuing to ascertain Allen’s involvement in the previous burglaries.

Allen (photo right) was transported to central booking for processing without incident. No further information is available at this time.

A Night at the Brunswick Railroad Museum

BRUNSWICK, MD - Join Brunswick Railroad Museum staff and volunteers on October 30th and October 31st for A Night at the Brunswick Railroad Museum. This program will include Maryland legends, mysteries, and tales of the unexplained dating from the pre-Civil War period to the present. Some of these legends, such as that of a winged and horned beast known as the Snallygaster, may be familiar to visitors. Others, such as the tale of menacing maniac dressed in a rabbit costume, may be somewhat less familiar. Visitors, who are encouraged to bring flashlights, will be guided through the darkened halls of the Brunswick Railroad Museum and encounter storytellers wearing historical garb from three different time periods - and perhaps a scary surprise or two!

The approximately one-hour program will be offered at 7 pm and 9pm on Friday, October 30th and Saturday, October 31st. The cost is $10 for adults, $8 for students with ID, and $5 for children 12 and under. Space for this program is limited, and reservations are strongly recommended. Sexual Assault

At the time of this press release, officers and detectives with the Frederick Police Department are investigating an alleged sexual assault of a male student of the MD School for the Deaf. It is believed the assault occurred in one of the Dorms. As the investigation is currently actively being pursued, details are not available at this time. The victim is being treated at FMH and is good condition. The lead Detective in this investigation is Detective Dale Renninger. Further details will be available as they become available.

Because of the nature of this investigation and the age of those involved no additional information will be released at this time. We are working closely with the administration of the Maryland School for the Deaf and the States Attorney’s Office on this matter. We anticipate a second release with additional details within days so please be patient and we will provide additional details as they become available.

Mount St. Mary's University Gets H1N1 Vaccine

The Mount Vaccinates Hundreds Against H1N1

Emmitsburg, MD – Mount St. Mary’s University announces over 520 H1N1 vaccines have been administered to the Mount community during the first three days of the clinic and will continue to offer, while supplies last.

The Mount holds its next H1N1 Vaccine Clinic on Tuesday, October 27th in the Mount’s Wellness Center located in McGowan Hall.

“I, along with the University’s Board of Trustees, administrators, and faculty are committed to the protecting our students and employees from all threats including the threat imposed by H1N1,” says Mount President Thomas Powell. “We continue to work with county, state, and national agencies and institutions to be prepared in the event of a serious outbreak affecting the Mount and our community.”

The H1N1 vaccine is available to all Mount students and employees.

Memorial Service Remembering OFC Mark Bremer

The Frederick Police Department will be holding a memorial service on Friday October 23, 2009 at 1 pm in the rear parking lot of 100 W. Patrick St Frederick MD 21701 (FPD Headquarters), to remember the one year anniversary of the death of OFC Mark Bremer.

During the service Lt. Pennington will recap the careers of the two officers killed in the line of duty while serving the citizens of Frederick, OFC Mark Bremer and OFC John Adams. His remarks will be followed by comments from Police Chief Kim Dine and FOP Lodge #91 President Charles Snyder.

During the ceremony, members of the Department will unveil and dedicate a memorial stone displaying the names of OFC Mark Bremer and OFC John Adams. The memorial stone was donated by the family of the late Sgt. Charles Cashour who served with the Frederick Police Department from 1957 – 1985. In honor of Sgt. Cashour, his family donated this memorial for those “Fallen Officers” of the Frederick Police Department.

We are asking family, friends, co-workers and the citizens of Frederick to join us in this Memorial Ceremony.

Shooter Drill at State Farm Insurance

The Frederick Police Department working with our partners State Farm Insurance, Frederick County Emergency Management, Frederick County Fire Rescue, Maryland Institution for Emergency Medical Services and Systems (MIEMS), will be conducting an active Shooter Drill at State Farm Insurance located at One State Farm Drive off Monocacy Blvd. The drill will be conducted from 6 a.m. through 2 p.m. Residents and commuters will see a lot of police and emergency responder activity in the area of Monocacy Blvd and Rt 26 as part of the drill. This exercise is to test the interoperability of our responders and our corporate communities in emergency situations. Portions of the State Farm Complex will be closed off to the public for the duration of the drill. Armed Robbery


On Oct 16th at approximately 2233 hrs. Officers from the Frederick Police Dept. responded to a reported armed robbery. The incident occurred at the BP Gas Station 503 W. 7th Street in Frederick. A W/M suspect entered the business and displayed a handgun. The suspect then ordered the attendant to give him money from the register. The suspect fled the business on foot, running to a vehicle in a nearby parking lot. The vehicle was later located in Linton Alley just off W. 7th Street. After identifying the vehicle as the one used during the robbery the owner was located at a residence in the 700 blk. of Trail Avenue. Subsequent investigation identified the van owner as the suspect who committed the robbery. The suspect was arrested without further incident; Detectives were called in to do the follow up investigation. Charges against the suspect are currently pending.

Arrested: Blake, Joseph Salisbury


At 0633 hours on October 16, 2009, Frederick Police received a report of a strong arm robbery in the area of Burck and Madison Streets. OFC Wade Milyard located the victim, who told him that as she was walking to her car to go to work, a male assaulted and robbed her of a small amount of cash and her lunch. The victim’s shirt was torn, and she advised that the suspect had thrown her to the ground.

OFC Milyard received information from a witness, who gave him the suspect’s nickname and address. OFC Milyard located the suspect at his girlfriend’s house on West South Street. He identified him as Joseph Salisbury Blake, and detained him. With assistance from several Frederick Police detectives, an abundance of other evidence was uncovered, and Blake was arrested.

During the investigation, OFC Milyard learned that Blake was violating a protection order by being at his girlfriend’s residence. A smoking device with crack cocaine residue was also found in Blake’s possession.

Blake was charged with the crimes listed below and is currently incarcerated that the Frederick County Adult Detention Center. He is being held on a $100,000.00 bond.

  3. Theft under $100
  4. Possession of crack cocaine
  5. Possession of CDS paraphernalia
  6. Violate protection order


Honoring two of Frederick Police Department’s Fallen Heroes

On October 23, 2009 at 1300 hours the Frederick Police Department will be holding a brief ceremony honoring two of Frederick Police Department’s Fallen Heroes. For over 150 years men and women have served the City of Frederick. With this service comes sacrifice and unfortunately during our history, two officers paid the ultimate sacrifice.

Patrolman: John Adams started his career with the Frederick Police Department in 1912 and was killed in the line of duty on August 9, 1922, by the hand of a gunman.

Officer First Class R. Mark Bremer started his career with the Frederick Police Department on Nov. 24, 2003. He died in the line of duty on October 23, 2008, in a vehicle accident, while attempting to stop a fleeing subject.

We are asking family, friends, co-workers and the citizens of Frederick to join us in this Memorial Ceremony. During the ceremony members of the Department will be unveiling and rededicating a memorial marker that was donated by the Cashour Family in his honor and for those “Fallen Officers” of the Frederick Police Department.

Help! I'm in Financial Trouble!

One of the most stressful times in life is when the joy of home ownership turns into a burden. Let me say this again: IT'S NOT YOUR FAULT! That's the first thing you have to come to realize.
So many variables have played into the current housing market. Most, if not all, were and are out of YOUR control. As I tell my distressed sellers, you are not alone. Look in the grocery store, at work, your kids school, your friends . . . they're going through the same exact crisis, you just don't know it.

There is hope. . .that’s HOPE through the Maryland Department of Housing. http://www.mdhope.org/ Maryland Department of housing has created a site for Maryland Homeowners. They provide a network of counselors and various programs to help you refinance and catch up on payments. This is a great place to start.


Next I highly suggest talking with a lender who is familiar with the HOPE program.
There are several options for you.

□ Reinstatement:
This is where you pay back the lender the outstanding amount that you are behind.

□ Forebearance:
This is a temporary repayment plan where the lender sets up repayment for the amount you are behind.

□ Refinance:
This is when you get a new loan with reduction in monthly payments. Many people are actually finding that their payments will go up if they are in an interest only program.

□ Loan Modification:
This is when the lender allows the original loan terms to be modified. Examples are extending the term of the loan, and sometimes (though rarely) adjusting the loan balance downward.

□ Sell the Property:
You use your savings to pay off the difference between your selling price and what you owe the lender.

□ Rent the Property:
Keep in mind you must keep your loan current. I highly recommend using a property manager when you have a rental property. The last thing you want is your now ‘investment property’ to be destroyed.

□ Short Sale:
This is when you negotiate with the lender for the lender to accept less than what you owe. For most, this is the best option.

□ Deed in Lieu of Foreclosure:
This is called a 'friendly foreclosure'. You are going to the bank and in essence handing them the keys.

□ Bankruptcy:
This is your last resort and typically will stall foreclosure but not prevent it.

One of the options available to you is a 'Short Sale'. No matter where you live in the country, even Frederick Maryland you have probably heard of a ‘Short Sale’. A short sale is when a homeowner owes more to the lender than the market value of a property. For example let’s say you owe $320,000 and your home is now only worth $250,000. So in order to sell the owner has to go to the lender and ask the lender if they will accept less than what they owe.

The lender is not in the 'Home Selling Business'. They don't want your house. It's very costly for a lender to foreclose on a home. Also, a short sale will do much less damage to your credit and will allow you to purchase another home much sooner than if you allow your home to go to foreclosure.

To do a short sale you will need a lot of patience. Every lender has different guidelines and rules. Some lenders will ‘pre approve’ a short sale and some lenders won’t even consider it until you have a contract on your home with a buyer to purchase. Also, the process timing can vary. It can take anywhere from a few weeks to several months for a short sale to be approved by the lender. So be patient. It can work, it just takes time and diligence. Also, keep in mind, if there’s more than 1 lender (like a home equity line, 2nd mortgage or 3rd mortgage) each lender will need to approve the short sale. Each of these lenders have different processes and will take more time to give approval.

I've heard people say they're just going to let their home go to foreclosure. Don't do this if you can help it. People don't realize, but just about everything you do is tied to your credit. Your car insurance, credit cards (they will actually increase your interest-regardless that you've been paying on time to astronomical amounts), cable, phone, cell phone, electric, Employment (even your current employment).

Schricker, Daniel James - Arrested


On 10/15/2009 at approximately 9:54 PM. Officers of the Frederick Police Department were dispatched to a burglary in progress at Brookside II Apartments, 160 Willowdale Drive, Building C. Upon arrival, the responding officers determined that 2 men, one armed with a shotgun, had knocked on the apartment door. When the tenant answered the door, the suspects entered the apartment and announced a robbery. The tenant and several guests were able to disarm one suspect, who fled on foot, and detain the second suspect until police arrived. The suspect was arrested by arriving officers and the shotgun was recovered at the scene. The investigation remains open at this time.

Increase in residential burglaries downtown

This press release is meant to inform the public of a crime pattern identified by the Frederick Police Department. Frederick is experiencing an increase in residential burglaries primarily in the downtown area. The perpetrators are gaining access to unsecured garages and sheds. The most predominant items stolen are bicycles; however on one occasion garden equipment was also stolen.

All residents should ensure to properly secure garages, sheds, and outbuildings. Additional lighting should also be considered if your property is poorly lighted. Department Receives Coveted “Flagship Agency” Designation

The Commission on Accreditation for Law Enforcement Agencies (CALEA) has awarded national accreditation to the Frederick Police Department. In addition, CALEA has designated the Frederick Police Department as a “Flagship Agency.” Police Chief Kim C. Dine appeared before the Commission in Virginia on August 1, 2009 to address the agency’s compliance with the National Law Enforcement Standards.

CALEA’s law enforcement accreditation represents the successful completion of an internal self-evaluation and a detailed outside review by a team of independent assessors. These examiners analyzed all areas of the Frederick Police Department, including policies, procedures and operations, as well as input from the public. The department had to comply with more than 400 standards to maintain accredited status.

Flagship agencies are those recognized by CALEA as “model” organizations and leaders in the Law Enforcement profession. According to the Commission, this designation was introduced in 2004 “to acknowledge the achievement and expertise of some of the most successful accredited public safety agencies, and to provide ‘flagship examples’ to assist other agencies.” The Frederick Police Department’s selection is based on the agency’s past awards, current assessment during the April 2009 on-site inspection and overall professional standing in the public safety community.

Chief Dine stated, “The Frederick Police Department is proud and honored to not only be re-accredited but to be recognized by the Commission on Accreditation for Law Enforcement Agencies as a “Flagship Agency.” This designation is a credit to the dedicated and proud men and women of the Frederick Police Department, both civilian and sworn, who work hard each day to provide professional police services to those who live, work, and spend time in Frederick. This special recognition is a result of their work. Likewise, the FPD would like to thank our residents for the overwhelming support we receive from them for our efforts. Awards like this are additional proof that when the police work in concert with the community they serve, everyone benefits.” Chief Dine also praised the excellent work of Ms. Dana Kelly, the Accreditation Coordinator for the Frederick Police Department, stating “achieving this honor was truly a team effort including all members of the agency and our extremely supportive residents, but through this entire grueling process, Ms. Kelly did an outstanding job.”

To maintain accreditation, the police department must submit yearly reports of its continuing compliance with CALEA standards. Formal on-site reviews are conducted by a team of assessors every three years. The Frederick Police Department has been nationally accredited since 2003.

Lookout for a Missing Juvenile

The Frederick Police Department is requesting the public’s assistance in locating a runaway child. Tiara Deanna Bowie, 16 years old, is an African American female 5-05/ 175 lbs. She was last seen wearing a white t-shirt, blue jeans, and red and white Nike Air Jordans. She was carrying a black backpack and wears glasses and braces. She was last seen in the area of Ambleside Ct.

Power Outage at Frederick High School

Frederick High School is experiencing a power outage. Allegheny Power is en route to assess the reason and perform any necessary repairs.

The Frederick Police Department and members of the Frederick County Sherriff’s Office are on scene providing staff support for an early dismissal. Students will be released for the day beginning at 1030 am.

Mount St. Mary's University - Named Top Choice

American Revival Tour Friday, October 30


The Weinberg Center kicks off its 2009-2010 Emerging Artists Series with the American Revival Tour, Friday, October 30, 2009, 8:00 p.m.

Bringing multiple skilled emerging artists to the Frederick audiences during the 2008-2009 season, The Weinberg Center for the Arts will continue its successful Emerging Artists Series this season by continuing to bring some of today’s rising stars to Frederick. Already well known across the country for playing such prestigious events as Telluride, MerleFest, the Grand Ole Opry and Prairie Home Companion, American Revival brings The Dixie Bee-Liners, Sierra Hull, and Uncle Earl together for the first time at the Weinberg Center on Friday, October 30, 2009 at 8 p.m. Drawing from the worlds of acoustic, folk, country, and bluegrass, American Revival brings you a taste of the most exciting young artists in these genres today. Award-winning mandolin player Sierra Hull (photo) is 18 and has already earned the respect of the bluegrass world for her picking and singing alike, and she performs with Highway 111, which features Cory Walker on banjo, former Mountain Heart member Clay Hess on guitar, and Jacob Eller on bass. She recently became the first bluegrass musician to receive the Berklee School of Music's prestigious Presidential Award scholarship, which entitles her to a "full ride" to the school, where she will start studying this fall. Uncle Earl is a quartet of women who write and perform original music drawing on the traditions of old-time string bands. Richard Paul Michael Arrested


On 10-2-09, at approximately 0027 hours, A/Sgt. Hayer and OFC Holler were in the area of E. 5th St. and N. East St. when Frederick City DPW workers reported an assault in progress involving a knife in the 100 block of E. 5th St. When the officers arrived on scene, they noticed the male victim lying on the ground, and the suspect, Richard Paul Michael, sitting next to the victim. Both men were covered in blood.

The victim stated that Michael stabbed him several times. Multiple witnesses later confirmed the same information. The victim was transported to the trauma unit at Washington County Hospital and reported to be in serious but stable condition. Michael was transported to FMH for chest pains and minor injuries from the assault. Michael was released a short time later and transported to FCADC for processing.

Although a motive is not known at this time, the victim and Michael knew each other. Anyone that was not interviewed on scene that may have information about the incident is asked to contact A/Sgt. Hayer at 301-600-1265 or the FPD tip line at 240-600-tips.
