New Business Certificate Programs Announced

Emmitsburg, MD – Mount St. Mary’s University School of Business announces two new graduate business certificate programs: Organizational Development and Project Management. These programs will be offered beginning in the fall of 2010, with courses held at the Center for Professional and Continuing Studies located in Frederick, MD. All certificate credits can be applied towards a Mount MBA.

“We developed these certificate programs specifically to meet the workforce demand within the business community of greater Frederick, Maryland,” says Dr. William Forgang, dean of the School of Business. “We worked with business leaders, determined the need and saw how the Mount, with its 35 years of specializing in graduate level business courses, was a perfect venue to create these much-needed programs.”

The Organizational Development Program consists of 5 graduate-level courses focusing on skills to improve your organization’s effectiveness and to develop employees at every level. Courses cover individual assessment, identifying and analyzing an organization’s culture and production of realistic outcomes.

Jill Sugden, director of human resources at SAIC-Frederick, Inc. states the Organizational Development Program fills a gap that Human Resource departments often find in the industry. “Many HR departments are involved in supporting organizational effectiveness through the provision of internal consulting, team building, coaching and facilitation services within their organizations. The Mount’s program is directly related to this effort. It fulfills the need for Human Resources practitioners and others to develop skills in the OD arena that can be directly applied within organizations.”

The Project Management Program Certificate, also a 5-course, graduate level offering, focuses on effective project management including leadership roles, best practices and risk management. This certificate program will help to prepare the certificate holder for the Project Management Institute’s Project Management Professional exam, often requested by federal agencies.

Mary Teal Mulligan of Williamsport, Miss Hagerstown Outstanding Teen, was named Miss Maryland Outstanding Teen 2010.

June 22, 2010, Frederick, MD- Come out and sample Frederick’s finest chili at this year’s 27th annual Independence Day celebration!

Presented by Weis Markets and WFMD radio, the chili cook-off will be located by the main stage area in Baker Park. Set up will begin at 8:30 am and sampling will start at 1pm. Mike Cady to run for Orphans’ Court for Frederick County, Maryland

Please be advised of my [Mike Cady photo right with Kent Courtney] announcement to register as a candidate for the Orphans’ Court for Frederick County, Maryland. Some may be confused as to the purpose and duties of the Orphans’ Court.

The Orphans’ Court consists of three elected judges who are responsible for the supervision of estates that must go through probate. They may also appoint guardians for the person and property of minors (under age of eighteen). The Orphan’s Court convenes several times a week to conduct formal hearings involving estate and guardianship disputes and rule on petitions regarding them.

Having served as Vice President of the Frederick County Board of County Commissioners from 2002 to 2006, I feel both qualified and prepared to serve the county in this capacity. As a Commissioner, I was involved in numerous administrative and quasi-judicial hearings, and presided over many of them. In addition to my duties as a Commissioner, I also actively served as Commissioner Liaison to the:

SAY WHAT! By Mike Cady

We are one step closer to Socialized Medicine!

Yes, it is true; with the enactment of the Patient Protection and Affordable Care Act (otherwise known as ObamaCare) our country moved one monster step closer to having socialized medicine. However, the socialization of our health care delivery and finance system did not start with President Obama. In fact, for the past sixty-four years, our government (at every level) steadily worked toward the elimination of the “fee for service” payment system and doctor / patient relationship we once knew and valued.

To better understand how we got to where we are today, a brief review of key legislation may be helpful.

Hill-Burton Act (The Hospital Survey & Construction Act of 1946) - The Act provided federal grants and guaranteed loans to improve the physical plant of the nation’s hospital system. Money was designated to the states to achieve 4.5 beds per 1,000 people. Facilities that received Hill-Burton funding had to adhere to several requirements that included the provision of free care. The cost of such services was then built into hospital rates for others to pay.

Social Security Act (Title XVIII and XIX) in 1967, Medicare was implemented. It provides comprehensive health care services to disabled citizens and those 65 and older provided they are otherwise eligible for Social Security benefits. While providing needed coverage to a huge population, Medicare also controls participating physicians’ fees, length of hospital stays and what treatment may be rendered. Starting the following year, Medicaid was initiated in many states (including Maryland). It provides limited services to indigent families with greater government imposed restrictions on health care providers than Medicare.

Health Services Cost Review Commission In 1974, Maryland was one of the first states to enact a cost review commission. The Commission sets the rates that hospitals charge.

Health System Agency(HAS) In 1975, a HSA that served a specific geographic region was delegated a role in determining whether the state will approve an application for a new or converted, expanded, or otherwise significantly modified health facility. In other words, the state government controlled if a hospital could expand or modernize, and what services it may offer its community.

With these legislative initiatives came an abundance of allied groups that added layers of bureaucracy to the delivery of health care services and further imposed upon the doctor / patient relationship. They included: Utilization Review Committees, Medical Care Foundations, Peer Review Committees, Quality Assurance Programs, etc. However, for the past twenty-five years, the health care system was void of any additional major government intrusion into our health care. In fact, with the passage of HIPAA (Health Information Privacy Act), the government guaranteed that our medical history would be protected and shared only with entities we expressly approved. In this electronic era, this legislation was sorely needed.

Then came ObamaCare. On March 23 of this year, President Obama signed into law the Patient Protection and Affordable Care Act. Beware, the more endearing the title of legislation, the more suspect it is. The question asked and not yet answered is, affordable for whom – probably not the taxpayers or employers. In the words of Kathleen Sebelius (Secretary of Health & Human Services), ObamaCare “will provide you and your family greater savings and increased quality health care”. If this turns out to be true, to my knowledge it will be the first federal entitlement program to achieve such lofty goals. Certainly, Medicare and Medicaid missed this mark since health care costs have escalated faster than any other industry since their inception.
It is very difficult to wrap your arms around the ObamaCare Program and succinctly define its components. Core concepts include:

All individuals will be required to obtain health care coverage or pay penalties. Empolyer provided coverage will generally meet this requirement.

Lower income will receive a credit or voucher to help pay for health insurance.

Employers currently offering health insurance can elect to continue offering coverage as long as their plans meet certain minimum requirements.

Employers electing to not offer qualifying coverage will be subject to additional taxes. Exceptions will be made for small businesses.

As we all know, the devil is in the detail. Here are just a few concerns that you may wish to monitor to ensure that you do not end up with less coverage for more money.

Lose your current insurance and doctor - CNN reported that some large employers may drop their current health care plans they now offer their respective employees because ObamaCare makes it much cheaper for these employers to convert their employees into the government controlled health exchanges and pay a penalty for not insuring them.

Children covered up to age 26 – Most insurance coverage covers children up to the age of 19 or up to 25 if they are a full-time student or disabled. However, ObamaCare extends coverage of children up to age 26, regardless of student status. As a result, just from this provision, insurance rates will increase a minimum of one percent. Associated Press reported that it will cost $3,380 for each adult dependent in 2011.

Physician owned hospitals will suffer – Frederick County is blessed with a single outstanding hospital (Frederick Memorial) and its complete system that provides outpatient laboratory, radiology, surgical, physical therapy, home health and other services. This is very unique as most communities rely on a variety of facilities, including physician owned hospitals. Under ObamaCare, physician owned hospitals are subjected to restrictive regulations that include a ban on expansion, limitations on new investments, additional reporting requirements and fines for failure to comply with new transparency rules that apply only to them.

Shortage of physicians, especially general practitioners – Obamacare does absolutely nothing to address doctors’ ever growing and legitimate concerns about the cost of malpractice insurance, substantially low reimbursement rates for government sponsored programs, and the never ending paper-work required of them. The results of which may drive more general doctors out of their offices like we have already witnessed in some specialties (e.g., OB / Gyn).

Employers may be fined for providing current coverage – Under ObamaCare, employers may be fined for not providing their employees with what the government defines as an appropriate level of coverage. According to Mercer (a human resource consultancy) “38% of the nation’s employers have at least some employees for whom coverage would be considered unaffordable under the newly enacted Patient Protection and Affordable Care Act”. So, what do they do to avoid penalties? One option is to cancel their current high-end coverage and go with the ObamaCare option with fewer benefits. However, because all of the regulations are not yet promulgated, many details are not yet know.

Thus, the debate about the delivery and financing of our national health care system is not over. The enactment of ObamaCare was Phase one and two phases remain to be formed. The next two phases are how the state and local governments will reform health care in their jurisdictions. These debates will provide all of us with an opportunity to let our thoughts be known and impact the outcome.

June 16, 2010, Frederick, MD- Celebrate Frederick presents the 27th annual Independence Day Celebration on Sunday July 4th, from noon till dusk, in Baker Park, Frederick, MD. This years live entertainment variety is sure to please all listeners and will continue throughout the day’s festivities. There will be three stages featuring various entertainments including the Main Stage, Country Stage, and Bandshell areas.

Main Stage

Shane Gamble: The main stage entertainment will begin at 12:45pm, featuring Shane Gamble. Gamble provides a refreshing and engaging rock/pop performance. He is known for his soulful and melodic songs. Inspired by Jimi Hendrix and Bob Dylan, he began to play the guitar at age 5 and has developed his musical career creating original and self produced albums. Gamble has released three albums to date. His songs have a mix of rock and blues with an acoustic originality. Be sure to catch this performance in hopes of a preview of his upcoming album release, fall 2010. Vinyl Rhino: From 3:00 to 4:30 pm Baltimore’s own Vinyl Rhino will take over the main stage. Kelly Bell Band: At 5:15, the Kelly Bell Band will take the main stage. Returning to Frederick to share their Phat Blues lyrics, Kelly Bell Band is a unique performance that takes the classic blues style and transforms into their own. The band adds a touch of funk and passion to each performance. They have been named, The “Best Blues Band in the Mid-Atlantic Region” for the past nine years, along with having features in music magazines like Blues Revue Magazine. WFRE Country Stage

Jerrod Niemann: Beginning at 1:30pm the country stage will kick off with Kansas raised Jerrod Niemann. Inspired by country song performers like Lefty Frizzell and Conway Twitty, Niemann has written songs for stars like Garth Brooks resulting in top 40 hits. Josh Thompson: 4pm will bring one of country’s newest performers, Josh Thompson, to the stage. Lee Brice: At 7pm Lee Brice, Country’s top chart performer, will be taking the stage. Bandshell

The Bandshell entertainment will begin the day’s celebration with the opening ceremonies, starting at noon. At 2:45pm help select the best patriotic attire in the Best Patriotic Dressed Competition. Children are sure to have a great time with the various performers at the Bandshell. From 8pm till fireworks begin, the Spires Brass Band will begin an instrumental performance that will inspire an appreciation for the art of a traditional English Brass band. This will be the band’s 16th year of Frederick performances and is sure to be one of their most outstanding performances to date.

VOLUNTEERS NEEDED FOR JULY 4th EVENT

Celebrate Frederick, Inc. is looking for volunteers to assist with the Frederick’s 4th – An Independence Day Celebration. Join a dynamic group of volunteers who help coordinate one of Frederick’s premiere events…and have some fun on the 4th!

Event assistance is needed in the following areas: Amusement Ticket Sales, Information Booth, Chili-Cook Off and Event Set-Up.

In addition, volunteers are needed to be a part of the largest audience survey project ever undertaken by a non-profit in Frederick County. Sponsored by an Ausherman Family Foundation grant, Celebrate Frederick’s survey volunteers will help the organization gain valuable information about the who, what, where and why of the 4th of July event.

Peggy Dufour, President of Celebrate Frederick, shares “This first-of-a-kind effort will help us understand who our audience is, where they came from, what they like about our events, and how we can make them better. We’re looking for a high performance survey team of volunteers to help on any of all of our fifteen events.” As part of Celebrate Frederick’s community outreach, survey results will be made available free of charge to all non-profit groups in the County to support their marketing programs.


Volunteers must be at least 18 years of age to participate. All shifts range from 2-3 hours and free refreshments and t-shirt are provided.

KICK-OFF THE 2010 SUMMER CONCERT SERIES WITH TED GARBER

June 13, 2010, Frederick, MD – Opening the 2010 Summer Concert Series at the Baker Park Bandshell in Frederick, Maryland is Ted Garber, with his captivating and unique brand of “Blues Americana Rock”. This Frederick native combines his smoky and bluesy vocals, howling harmonica riffs and screaming guitar licks to create a diverse musical journey for audiences worldwide. This free live performance, presented by Celebrate Frederick, Inc., begins at 7:00 p.m.

Ted Garber started his career while attending Tulane University. He balanced schoolwork with his passion for playing by performing covers on the streets of New Orleans for tips. Inspired by the vibrancy of the city and realizing his natural ability to connect with a crowd, he polished his talent for original material. He became a full-time singer and songwriter, and went on to open for the likes of Pat McGee. Since then, he performed in venues as diverse as DC’s legendary 9.30 Club, The Viper Room, and Bluebird Cafe. He is often compared to the likes of Bob Marley and Bob Dylan.

Garber was also named “DC’s Top Entertainer” by WUSA-Channel 9, and won On-Tap Magazine’s Battle of the Bands “Taste of Arlington” Competition.

All Summer Concert Series performances are free to the public, but the Summer Concert Series Committee encourages you to bring a canned food item in lieu of admission. All items collected benefit the Frederick Food Bank.

Armed Robbery

On 06/04/10 at about 11:01 PM, officers of the Frederick Police Department responded for a report of an armed robbery which had occurred in the 1300 block of North East St. The victim reported she pulled over at a closed business to remove trash from her vehicle when she was approached by a male subject with a gun and robbed of an undisclosed amount of cash.
The suspect was described as a light skinned black male in his 20s wearing a light grey hoody style jacket. The male fled on foot W/B toward E 13th Street.

Marijuana Arrest


On 06/04/10 at approximately 0308 hours, Officers from the Frederick Police Department stopped a vehicle in the area of Wilson Place and W. 7th St. for a traffic violation. During the course of the stop the officers discovered that the driver, Cameron Lee Bowens (photo right), was driving on a suspended license. Upon arresting Mr. Bowens, the Officers located a quantity of marijuana on his person. Bowens was transported to the Frederick County Adult Detention Center where he was processed and charged in the Central Booking Unit. Bowens is being held at the FCADC in lieu $15,000 bond after his initial appearance before the District Court Commissioner.

Frederick Police Department Graduation


The Frederick Police Department is pleased to announce the graduation of six members of the Uniformed Auxiliary and one Police Explorer from the Auxiliary Academy, which was held in January, February and March of 2010. The attendees, all volunteers who assist the Department in many ways, were trained in many facets of policing, including CPR/first-aid, victim services, crime scene protection, traffic direction, and much more. “This is a way to maximize our volunteers and give them the best possible training so they can assist officers in their duties,” said Chief Kim Dine. “The work they do frees up many hours of sworn officer time. They are truly an asset to our agency.”

Graduating today were Auxiliary Officers Scott Bolcik, Eric Davis, Kevin Morgan, Stacey Morgan, Connie Myers, and Shawn Washington, and Police Explorer Matt Gourley.

Also recognized was retired FPR police officer John Pigott, who continues his service to the citizens of Frederick as a member of the volunteer uniformed Auxiliary.

Police Auxiliary members donated more than 4000 hours of time to the Department in 2009, and several members were recently recognized with Volunteer in Police Service Awards through the Department of Justice and the White House for their dedication.

Secret Service honors Frederick Police

On June 3, 2010, at 2:00 pm the Secret Service Baltimore Field office will be honoring the work and cooperation the men and women of the Frederick Police Department. Special Agent In Charge (SAC) Barbara Golden will be presenting a plaque to Chief Kim Dine in recognition of the support and cooperation the two agencies have shared over the past several years.
There will be a short ceremony and presentation in front of the Frederick Police Department Headquarters where SAC Barbara Golden and Chief Kim Dine will make a few short remarks. Any media wishing to attend should contact Lt Clark A. Pennington at 301-600-3935.

Mount St. Mary's University - Dedication of Veterans' Walkway


Emmitsburg, MD – Mount St. Mary’s University announces the dedication and blessing of Veterans’ Walkway on Saturday June 5, 2010 at 2pm. Veterans’ Walkway is a living monument on the Mount campus, to honor the hundreds of devoted Mount alumni and members of the community who have served in all branches of the military during peace and war-time.

During our third century of service to our church and our nation, it is quite appropriate that we recognize Mount veterans and thank them for their faithful and selfless service,” says Mount President Thomas H. Powell. “The walkway is open to all visitors and provides a place of honor and reflection and will be a daily reminder to us of the sacrifice our enlisted men and women make to preserve the God-given rights of all citizens.”

Construction of Veterans Walkway, located on the north side of the Mount’s Patriot Hall, began during the summer of 2009 and is intended to have a solemn yet active and alive setting. The walkway, adorned with flags dedicated to all branches of U.S. military and the PIO-MIA, houses monuments, granite benches and bricks etched with names of individuals and organizations honored.

The community is invited to become involved with the walkway by visiting, memorializing or honoring a veteran by sponsoring a bench, flag pole, a service plaque or brick.

Distinguished guests of the dedication include keynote speaker and Maryland Congresswoman Beverly Byron, Rear Admiral Thomas F. Brown III (’54) Major General J. Anthony Studds (’60), Most Reverend William Keeler and all military members in attendance.

Mount St. Mary’s University, presently in its 3rd century of Catholic service was established in 1808. The Mount has maintained it mission of educating minds and building leaders through the Civil War, WWI, WWII, Vietnam War, Korean War, Project Desert Shield, War in Afghanistan and Iraqi War. During the Second World War, the Mount served as a training facility for the Navy. Men lived here at the Mount and were trained and readied for deployment.

Missing Adult Male

The Frederick Police Department is asking for the public’s assistance in locating a missing person. James Howard Milton, born 06-29-43 (67), walked away from his Fairfield Dr. address. Mr Milton left his residence at approximately 0800 hours on today’s date and has not been heard from since. Mr. Milton suffers from Dimentia according to family members. Mr. Milton has walked away from his residence in the past and been located walking aimlessly around the City. Mr. Milton was last seen wearing a black ball cap, yellow shirt, jeans and white tennis shoes. He is 5-09 and 160 lbs. He is bald. He is an African American with a medium complexion. Anyone locating Mr. Milton is asked to contact the Frederick Police Department at 301-600-2102.

Destruction of property, Attempted 4th Deg. Burglary


Just after midnight officers responded to the 700 blk. of N. Market St. for a reported disorderly subject. The suspect was said to be actively attempting to kick down the front door of the building. Upon arrival the incoming units were advised by a caller that the suspect had just fled the scene in a dark colored “truck.” OFC. Pyon located the suspect vehicle in Mews alley with the lights “blacked out.” Upon OFC. Pyon’s approach the suspect sped off and a vehicular chase ensued. The chase went out of the city on Rt. #15 North. Units from the Maryland State Police and the Frederick County Sheriff’s Office assisted in the pursuit. Stop Sticks were deployed just North of Blue Mountain Rd. on Rt. #15 North by the Sheriff’s Deputies bringing the pursuit to a safe end. The suspect Melvin Nehemias Alfaro is currently at Central Booking and will face multiple charges for Destruction of property, Attempted 4th Deg. Burglary and numerous traffic violations.
