On 07/10/2010, OFC J. Grob was dispatched to a reported blackmail/extortion call for service. OFC Grob gathered information from the victim that showed the victim received a letter and several electronic correspondences that requested a large sum of money in order to avoid sending personal, slanderous, and untrue information to the police and several media outlets. As a result, Det. Alston from the FPD’s CID was assigned the case.
Det. Alston developed additional information and arranged for the suspect to pick up money at a specified “drop” location. Det. Alston observed the suspect, later identified as Charles Kahiga, pick up the money at the drop location and leave the scene in a vehicle. Officers from the FPD’s Patrol Division and CID attempted to stop the suspect’s vehicle; however, Kahiga fled. A short vehicle pursuit was initiated, and Kahiga was captured near Catoctin Ave. Kahiga was taken to FCADC and charged by Det. Alston with the charges listed below:
Charges:
1. Extortion over $500 (Felony)
2. Fleeing and eluding
3. Reckless driving
