Burglary Suspects Charged


On July 15, 2009 at approximately 4:20 am, Frederick Police Department officers responded to Country Hill Apartments at 1000 Heather Ridge Dr. for a report of a burglary. Upon arriving on scene, officers discovered numerous windows on the leasing office had been shattered. Inspection of the building revealed various items were missing from the office.

Later that same day, one of the missing items was located inside an apartment at the complex. During initial investigation, officers were able to identify a suspect as Isiah Jamal Fredericks. Based on evidence gathered at the scene, Fredericks was placed under arrest and charged with 2nd degree burglary, 4th degree burglary, malicious destruction of property greater than $500, theft less than $100 and theft less than $500. The case remained open pending additional investigation.

Follow up investigation by Det. Thomas Tokarz of the Criminal Investigation Division led to the identification of two additional suspects. On August 27, 2009 an arrest warrant was issued for Rafael Lopez Cardoza (photo right), age 19, charging him with 2nd degree burglary, 4th degree burglary, malicious destruction of property greater than $500, theft less than $100, theft greater than $500 and conspiracy to commit each of these offenses. On September 1, 2009 Det. Tokarz served Cardoza with the arrest warrant. Cardoza is being held at the Frederick County Adult Detention Center on $20,000 bond.

The other suspect identified by Det. Tokarz is a 17 year old juvenile male. Charges have been forwarded to the Department of Juvenile Services for the same offenses as Cardoza.
