CDS Arrest

On 02-27-09, at approximately 1630 hours, OFC Scott McGregor of the Frederick Police Department’s Patrol Division responded to Country Hill apartments in response to a drug complaint. A caller advised that a female in a red Kia SUV had just bought drugs on the property. OFC McGregor located the vehicle a short time later and approached the driver as she exited the vehicle. She was identified as Teresa D. Duvall. OFC McGregor conducted a brief field inquiry with Ms. Duvall and then asked her if she would consent to a search of her purse and person. She complied, but asked if she could first get her cigarettes. As she did this in the vehicle, she attempted to conceal a crack pipe. OFC McGregor seized the crack pipe and located a total of three crack pipes and a small quantity of crack cocaine. Ms. Duvall was taken to the Frederick County Sheriff’s Office Central Booking Unit for processing.
