Charges Placed in BB Gun Vandalism

On June 17, 2009 the Frederick Police Department received numerous reports of damage to vehicles and property across the City. Officers investigating the destruction of property complaints discovered the damage was a result of windows being shot with a BB gun. Between June 17th and July 6th, 39 victims, including two local businesses, were identified by police. Some of these victims were not home at the time the damage was incurred and reported the incidents after discovering the damage at a later date.

Follow up investigation by Detective Kevin Forrest led to the identification of three suspects. A vehicle operated by one of the suspects during the destruction spree was located and subsequently searched. Evidence recovered from the vehicle further linked the suspects to the crime.

Following interviews of suspects and witnesses, two adults and a juvenile were charged. The adults were identified as Jennifer Lynn Hagan, age 19, of Frederick and Justin Allen Baker, age 20, of Walkersville. The juvenile charged in the incident was identified as a 17 year old male from Frederick.

Baker and the juvenile male were each charged with 36 counts of Malicious Destruction of Property Less Than $500, two counts of Malicious Destruction of Property Over $500 and one count of Malicious Destruction of Property Scheme Over $500. Hagan was charged with one count of Conspiracy to Commit Malicious Destruction of Property Scheme Over $500.

The estimated damage amount was determined to be in excess of $6,500.

Baker and Hagan were served with a criminal summons and are scheduled to appear in court on September 22, 2009. The juvenile was released to the custody of a family member.
