8/1/09 officers were on routine patrol in the area of W. Patrick St. and Baughmans Ln. The officer observed the passenger side headlight was not functioning. A traffic stop was conducted. After contacting the driver, the officer summoned a police K-9 to respond to the scene. A sniff of the vehicle was conducted and the K-9 alerted to the presence of narcotics inside the vehicle.
The driver Obrien was placed under arrest. He was searched incident to arrest and no contraband was located. When officers searched the vehicle, they located a pipe with crack cocaine inside. Additionally, Obrien’s privilege to drive was suspended. Furthermore, he had an open warrant through the Frederick County Sheriffs Office.
Obrien was transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
