Mount St. Mary's University Teams up to Support the Entrepreneur Environment in Frederick

Emmitsburg, MD - Mount St. Mary's University School of Business has partnered with Frederick Community College and the Frederick Innovative Technology Center this academic year to offer the community a Business Management Series.

The Business Management Series includes courses designed for business owners, entrepreneurs, and professionals who want access to the core skills of successful entrepreneurs, taught by highly qualified MBA faculty.

All courses, instructed by faculty who teach in the Mount St. Mary’s and University of Maryland MBA programs, will cover the business concepts needed to start and to manage a successful business enterprise."The Frederick area is rich with entrepreneurs who have great ideas but may need some guidance turning those ideas into a successful enterprise," says the Mount's Carolyn Jacobson, director of graduate and adult business programs. "The courses cover everything from start-up, marketing, information technology to human resourses. This series is a tool for our local entrepreneurs to use and secure best business practices."

The courses are offered at the Frederick Community College campus and begin this Fall, 2009.

Shots Fired

Shots Fired / On 08/29/2009, at approximately 0201 hours, members of the Frederick Police Department responded to the 400 block of W. South St. for a report of shots fired. Upon their arrival, officers located numerous shell casings as well as a vehicle that had been struck by gunfire. No victims or suspects were located. Nearby potential witnesses were unable to provide descriptions of either suspects or potential victims. At this time, the investigation continues. Mountain City Elks Lodge Parade

On Sunday August 30, 2009 between 3 p.m. and 5 p.m., the Mountain City Elks Lodge #382 will conduct their annual parade. The parade route has been changed from years past and this year’s route will start on South East Street and proceed west on East All Saints Street. The parade will continue across South Market Street and conclude in the 100 block of West All Saints Street.

For the duration of the event, parking will be restricted along East All Saints Street, West All Saints Street, and portions of S. Bentz Street. Visitors and residents are encouraged to select alternate traffic routes.

Motorists should be aware that the streets may be congested with pedestrians following the parade as the streets will not remain closed as in years past.

National Health Plan

1) Give all doctors and nurses full immunity from law suits.
2) Suspend all income taxes for doctors and nurses.
3) Get rid of all health insurance.
4) Doctors and nurses will be rated for quality on various websites.
5) All health care will be cash and carry.
6) Those who can not pay and have no assets will turn to a national fund that will only disperse money direct to doctors or hospitals.
7) Doctors will not need to fill out forms or deal with insurance companies in any way.

This system will encourage more students to become doctors. With more doctors there will be more supply of services and therefore competition and lower prices. Also, if people are paying out of pocket there will be less unnecessary care.

This plan should be able to be implemented in a short time frame and costs for care would drop fast!

The cost to the tax payer would be low and limited to the national fund that is used only for those who can not pay. Those who use the national fund may be required to pay the fund back if able at a later date.

Eagle Scout

The Frederick Police Department is pleased to announce that it will be the beneficiary of a local Boy Scout’s efforts to earn his Eagle Scout award.

One of the many requirements for Eagle Scout is the completion of a service project. For his service project, 16-year-old Brandon Harris, of Boy Scout Troop 217 in Middletown, chose to construct a front porch and a deck on the Frederick Police Department’s scenario house.

The scenario house, located at the Frederick Police Department’s training facility off of Linganore Road, is a two-story structure intended to replicate a typical residence. Officers use the scenario house to practice responding to calls for service such as domestic disputes, disturbance calls, and building searches. The structure is being constructed in large part using donated time and materials.

About a year ago, Brandon became aware that the Police Department was in the process of constructing the scenario house using donated time and materials. Brandon contacted the staff at the Training facility and pitched his idea. Over the past year he has completed several tasks necessary to get the project underway and completed. These tasks include, designing the porch and deck, creating a materials list, obtaining donations to purchase the materials, obtaining necessary building permits, organizing a labor force, and starting construction.

So far everything has gone well. Brandon is in the construction phase of the project and is nearing completion. The only things remaining to be completed are the steps and railings – and passing the final inspection.

Brandon will be working on the project again this Saturday, August 29, starting around 0900, In the event members of the media would like to come out and interview Brandon at that time, please contact Sgt. Matt Evans at 301-600-1264 to coordinate the interview.

Stolen Painting

On December 23, 2008 the Frederick Police Department took a report of a stolen painting from the Frederick Arts Council located at 15 W. Patrick St. The painting, by local artist Carol Hutson, depicted the Roddy Road Covered Bridge. The painting was valued at $2,000. The investigation into the theft offered few leads and the case was eventually suspended.

On August 25, 2009 the Frederick Police Department was contacted by an unidentified man who advised he was in possession of the missing painting. He presented the artwork to police and it was verified to be the Roddy Road Covered Bridge painting from the Frederick Arts Council. The man is not believed to be involved in the theft. The investigation has been reopened by the Criminal Investigation Division and detectives are working to identify the person responsible for the theft. Mrs. Hutson was notified of the recovery and took possession of her painting.

Moped and Scooter Thefts

This press release is meant to inform the public about a recent rash of moped/scooter thefts within the city of Frederick. Within the last month there has been approximately 15 thefts involving these vehicles. The suspect(s) have been committing the thefts primarily overnight during hours of darkness. Several of the stolen vehicles were secured with cable locks that had to be cut. Others had their steering column locks broken. Citizens should be aware the largest concentration of thefts has been occurring in the northeastern area of the city.

It appears the best way to prevent these thefts from occurring is to store your moped/scooter within a structure. If this is not possible it is recommended to park your vehicle where it is well lit, use the steering column lock (if available), and purchase a cable lock that is cut proof or cut resistant.

The Frederick Police Department is requesting citizens continue to report any suspicious activity observed. If you have information that may assist the police in our investigation please contact Cpl. Robbery

On 8/21/09, at approximately 0142 hours, officers from the Frederick Police Department responded to the North Crossing development for an attempted robbery. Officers contacted a cab driver who told officers he picked up two fares downtown and took them to Fieldstone Dr. When the cab driver drove onto Fieldstone, the two fares attempted to rob him by assaulting him and going through his pockets. The cab driver was uninjured, and the suspects fled the scene.

The suspects were described as black males, approximately 20 years old. One was wearing a bluish/purple shirt and jeans, and the other was wearing a white t-shirt and jeans. One male had short hair, and the other had short “rolled” hair.

Commercial Burglary

On 8/21/09, at approximately 0340 hours, officers from the Frederick Police Department responded to Hi-Way Liquors on Rt. 40 for a commercial alarm. Upon arrival, officers found the front door had been smashed, and further investigation revealed several items were stolen from the business. The Frederick Police Crime Scene Unit is currently on scene processing the business for clues.

Marijuana Arrest

On 08/19/2009 at approximately 2223 hours, officers of the Frederick Police Department’s Directed Patrol unit were conducting covert foot patrols in the area of Waverly Drive and Key Parkway. While in the area of 90 Waverly Drive, officers observed two suspicious subjects enter and exit a vehicle. Upon making contact with the subjects, it was determined that the subjects had been smoking marijuana and were subsequently arrested. A search incident to arrest of one of the individuals, identified as Ricardo Enrique GONZALEZ, determined that he possessed a quantity of suspected marijuana. GONZALEZ was later transported to Central Booking without incident.

Commercial Burglary

The Frederick Police Department is investigating a Commercial Burglary that occurred at approximately 0400 hours on Friday morning. The All-Star Billiards located at 1037A W. Patrick St. in the Westridge Shopping Center was broken into sometime after the business closed. At this time it is undetermined what if anything was stolen from inside the business. Anyone who may have observed any suspicious activity around the Westridge Shopping Center between 0230 and 0400 hours or may have information about the suspects involved in this burglary is asked to call the Frederick Police Department at 301-600-2100 or the Tip Line at 301-600-TIPS (8477).

Strong Arm Robbery

On 8/12/09, at approximately 2252 hours, officers from the Frederick Police Department responded to the 600 Block of W. Patrick St. for an assault report. Upon arrival, officers found a victim that stated a group of males tried to rob him. The victim stated that 3 or 4 males demanded money and began beating him. The victim received minor injuries, and no property was stolen. The males were described as possibly Hispanic and spoke with a Spanish accent. The suspects were seen running towards the area of James St. and left the area in a small blue or teal colored vehicle. The car was possibly a Honda. Charges Placed in BB Gun Vandalism

On June 17, 2009 the Frederick Police Department received numerous reports of damage to vehicles and property across the City. Officers investigating the destruction of property complaints discovered the damage was a result of windows being shot with a BB gun. Between June 17^th and July 6^th, 39 victims, including two local businesses, were identified by police. Some of these victims were not home at the time the damage was incurred and reported the incidents after discovering the damage at a later date.

Follow up investigation by Detective Kevin Forrest led to the identification of three suspects. A vehicle operated by one of the suspects during the destruction spree was located and subsequently searched. Evidence recovered from the vehicle further linked the suspects to the crime.

Following interviews of suspects and witnesses, two adults and a juvenile were charged. The adults were identified as Jennifer Lynn Hagan, age 19, of Frederick and Justin Allen Baker, age 20, of Walkersville. The juvenile charged in the incident was identified as a 17 year old male from Frederick.

Baker and the juvenile male were each charged with 36 counts of Malicious Destruction of Property Less Than $500, two counts of Malicious Destruction of Property Over $500 and one count of Malicious Destruction of Property Scheme Over $500. Hagan was charged with one count of Conspiracy to Commit Malicious Destruction of Property Scheme Over $500.

The estimated damage amount was determined to be in excess of $6,500.

Baker and Hagan were served with a criminal summons and are scheduled to appear in court on September 22, 2009. The juvenile was released to the custody of a family member.

Hit and Run Arrest: Tyler Seaton Beckwith

At 8:53 AM, today, OFC Sheena Maples responded to a reported Hit-and-Run traffic accident in the parking garage of Frederick Memorial Hospital, 400 W. 7^th St., involving a blue Cadillac with Maryland tags. Information received also alleged that the suspect vehicle was being operated by Tyler Beckwith who was wanted through this agency for Third and Fourth Degree Burglary.

While Officer Maples was entering the garage, she observed the Cadillac driving toward her vehicle. The Cadillac then swerved and struck Officer Maple’s police cruiser and continued through the closed exit barrier of the garage and escaped onto W. 7^th St. Officer Maples was not injured but the police vehicle sustained significant damage to the driver’s side rear quarter.

Additional officers responded to the scene and began to search the area. Two concerned citizens observed the police activity and alerted police to the Cadillac’s location in the Sunset Walk apartment complex. Police units responded, set up a perimeter and conducted a search of the area. The search area extended from Fairview Ave to Motter Ave to W. 9^th St. to the northern edge of North Frederick Elementary School and involved officers in vehicles, on foot and a police K9 unit.

The Cadillac was found abandoned in the complex and Beckwith was later located hiding adjacent to North Frederick Elementary School. He was arrested and transported to Frederick Police Headquarters for questioning.

Subsequent investigation revealed that Beckwith had been contacted by FMH Security personnel, who found him sleeping inside the Cadillac the garage. Once they discovered his identity, they noted that Beckwith was a former hospital employee who had been terminated around the first of the year (2009). Beckwith then attempted to leave the area and struck two other vehicles with the Cadillac prior to Officer Maples’ arrival.

Arrested: Morris, Stephon Christopher

On the above date and time officers of the Frederick Police Department’s Directed Patrol Unit were conducting covert foot patrols on the south-side of Route 40. While on patrol in the area of 605 Himes Ave, officers noticed two suspicious individuals walking through the parking lot. The individuals appeared to be looking at vehicles in the area. While the officers were in observation, one of the individuals opened the door of a parked vehicle, and began to look through it. Both individuals were approached, identified, and detained. Through subsequent questioning the individual admitted it was not his vehicle, and it was his intent to steal items within. This individual was identified as Stephon Christopher Morris DOB 02/19/1991. The other individual was identified as a juvenile, therefore no further information will be provided.

The Morris subject was transported to central booking for processing without incident.

Drug Arrest - Obrien, Michael Scott

8/1/09 officers were on routine patrol in the area of W. Patrick St. and Baughmans Ln. The officer observed the passenger side headlight was not functioning. A traffic stop was conducted. After contacting the driver, the officer summoned a police K-9 to respond to the scene. A sniff of the vehicle was conducted and the K-9 alerted to the presence of narcotics inside the vehicle.

The driver Obrien was placed under arrest. He was searched incident to arrest and no contraband was located. When officers searched the vehicle, they located a pipe with crack cocaine inside. Additionally, Obrien’s privilege to drive was suspended. Furthermore, he had an open warrant through the Frederick County Sheriffs Office.

Obrien was transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
