On this date members of the Drug Enforcement Unit were on routine patrol in the area of Motter Ave. and W. 9th St. Officers observed a vehicle commit a traffic offense at this location. As officers contacted the occupants of the vehicle they immediately smelled PCP emanating from the vehicle. The driver Hubbard and the passenger Morris were placed under arrest. As both were removed from the vehicle officers located crack cocaine and additional drug paraphernalia.
An additional search of Morris, officers located approximately 6 grams of crack cocaine secreted on his person. Both suspects were transported to the Frederick County Adult detention Center for an appearance before the District Court Commissioner.
