Home Invasion Robbery

At approximately 0249 hours a call came in for a home invasion where shots were fired. The location was 207 S. Jefferson Street, and a subject forced his way into the house. The victim had money taken, and the victim fired two shots at the suspect as he fled the scene. The suspect is believed to be a subject named Kevin, who was described as a white male with dark hair. He was wearing shorts and a black shirt. It is unknown where the subject ran after leaving the residence, but he is not believed to have been injured. A thorough search was done of the area without locating the suspect.

07/10/09:

Members of the Frederick Police Dept. Criminal Investigation Division conducted an investigation and have charged Kevin Wilson Higgins for his involvement in this incident and at least two prior incidents at the same residence. Prior to the incident on 07/07/09 detectives had an open investigation on two prior incidents with a similar suspect at the same address. After receiving information from concerned citizens in the area, detectives were able to develop Mr. Higgins as a suspect.

Mr. Higgins was located on 07/09/09 at approximately 3:15am when he was arrested during another burglary incident in the 400 blk. of W. South St. in Frederick. While still being held at the detention center for these charges detectives served an arrest warrant on Kevin Higgins for the numerous charges related to three burglaries at 207 S. Jefferson St.
