Upon arriving on scene, officers located the subject of the complaint and determined the man had been robbed by a male and female. Investigation revealed the suspects asked the victim for money and lured him to the apartment building. Once at the apartment building, the suspects identified themselves as police officers and the male displayed some type of credentials to the victim. When the victim informed the suspects he did not believe them, they grabbed hold of the man and attempted to place his hands behind his back. The suspects then proceeded to assault the victim and removed money, a cell phone and a wallet from his pants pockets. Residents, hearing the commotion, began to exit their apartments and the suspects fled on foot. The victim sustained minor injuries during the assault and did not seek medical treatment.
Follow up investigation by Detective Jorge Garcia led to the male suspect being identified as Terrance Eugene Allen, age 21, of Frederick. Det. Garcia applied for criminal charges on Allen and an arrest warrant was issued with the following charges: Robbery, Conspiracy to Commit Robbery, Theft Under $500, Assault – 2nd Degree, False Imprisonment and Personating a Police Officer.
On 07/28/09 at 1:45 pm, Det. Garcia located Allen and placed him under arrest. Allen was transported to the Frederick County Adult Detention Center and served with the warrant. Allen is currently being held on a $75,000 bond.
