First Degree Assault arrest
Ofc. McPeak contacted the arrestee, who he identified as James Christopher Joyce. Joyce was standing outside of his residence. Ofc. McPeak’s investigation revealed that there has been an ongoing dispute between Joyce and his neighbor over noise. Joyce allowed the Officers inside his residence to retrieve a shotgun.
Ofc. McPeak also spoke with the victim, who alleged that Joyce had pointed the shotgun out the front door at him. Information provided by additional witness supported this claim.
Ofc. McPeak arrested Joyce and confiscated the shotgun. Joyce is currently at the Frederick County Adult Detention Center awaiting a bond review by a District Court Commissioner. He has been charged with the offenses listed below.

Two arrested for possession of CDS
Other officers responding located the female suspect (Hernandez), walking on Selwyn Drive. The male suspect (Gardiner) was found sitting in the parking lot in his van.
Based on witness statements and other evidence, OFC McGregor arrested Hernandez on theft charges. She had attempted to leave the store without paying for numerous items. A search of her person incident to arrest revealed drug paraphernalia with heroin residue.
Gardiner allowed officers to search his van and person. A small quantity of marijuana and related paraphernalia was located in his pockets. He was also arrested.
Both Gardiner and Hernandez were taken to Central Booking and charged with the offenses listed below.

Impaired driving
The Frederick Police Department announced today they are joining with other federal, state and local highway safety and law enforcement officials across the nation to remind those who plan on using alcohol during Thanksgiving weekend festivities this year to act responsibly by designating sober drivers before parties begin. The Frederick Police Department and their partners will have saturation patrols and DUI checkpoints starting November 26, 2008 and continuing through the Thanksgiving Holiday weekend in an effort to prevent and reduce traffic accidents. We also will support any DUI Check Points conducted by the Frederick County Highway Safety Task Force this weekend under Checkpoint Strike force.

be out there saving lives and reducing traffic accidents by enforcing traffic safety laws. Our proactive approach includes efforts at educating the public and apprising our citizens ahead of time to improve voluntary compliance. Enlightened communication with our citizens is one of the best ways to improve safety and the quality of life in our City. We want our citizens to know we will be out there protecting them and saving lives."
Whether you are just meeting a few friends at the corner pub or attending a family get-together, if you plan on using alcohol, do not drive – and never let your friends or family members drive if you think they are impaired.
Designating a sober driver and not letting friends or family drive while impaired are just two of several simple steps to help avoid a tragic crash or an arrest for impaired driving. Other tips include:
- Avoid drinking too much alcohol too fast.
- Pace yourself—eat enough food, take breaks and alternate with non-alcoholic drinks.
- Designate a sober driver before the party and give that person your car keys.
- If you don’t have a designated driver, ask a sober friend or family member for a ride home; call a cab, friend or family member to come and get you; or just stay where you are and sleep it off.
- Never let a friend leave your sight if you think they are about to drive while impaired. Remember, Friends Don’t Let Friends Drive Drunk.
- Always buckle up – it’s still your best defense against other impaired drivers.
- Serve lots of food – particularly high-protein dishes;
- Be sure to include lots of non-alcoholic beverages, desserts and coffee;
- Be sure all of your guests designate their drivers in advance;
- Help arrange ride-sharing with sober drivers; and
- Keep the numbers for local cab companies handy, and take keys away from anyone who is thinking of driving while impaired.
Driving impaired or riding with someone who is impaired is simply not worth the risk, not only do you risk killing yourself or someone else, but the trauma and financial costs of a crash or an arrest for driving while impaired can be really significant.
Don’t risk your freedom, your career, your license, or your life this Thanksgiving weekend. Designate your sober driver before the party begins.

FESTIVAL OF LIGHTS SURE TO INSPIRE
With the City Hall courtyard illuminated by candle light, the Festival of Lights brings inspiration and holiday cheer to the Frederick community. Starting at 6:30 p.m. on Friday, December 19th, groups of carolers will proceed through Frederick’s historic district, making their way to the City Hall courtyard for a brief closing ceremony. The closing ceremony features classic holiday carols by the Evangelical Lutheran Church Children’s Choirs and an inspirational message by Katherine Heflin, Associate Pastor of Calvary United Methodist Church. Everyone in attendance will receive a candle and song sheet. You don’t want to miss the finale, as one candle is lit, then passed through the crowd until the entire courtyard is filled with light. Attempted Abduction
The male was described as an older white male (50 to 60) wearing khaki pants and a black jacket and black ball cap. The victim also advised he had a gray mustache and gray hair, and he had yellowing teeth. Officers were in the area within minutes and were unable to locate the vehicle. The Department’s Criminal Investigation Division is assisting in the investigation. Anyone with any information regarding this investigation are asked to contact OFC Hanner at 301-600-1273.

Frederick Police Department Training Academy
The 51st Class of the Frederick Police Department Training Academy commenced on November 17th, 2008. The 7-month course of study and practical application will be conducted at the Frederick Police Department’s, Charles V. Main Training Center.
The Students will receive intensive training in a variety of areas. Some of the areas of instruction will include Police Ethics, Cultural Diversity, Police Officer Survival, Constitutional Law, Laws of Arrest, Search and Seizure, Report Writing, Basic Sign Language, Firearms Training, Criminal Investigation, and Collision Investigation. A significant portion of the training will deal with Human Behavior, Health, First Aid, and classes designed to enhance communications skills. Members of the community who are experts in their respective fields will teach several blocks of instruction.
Graduation is scheduled for June 19, 2009.
The attendees will include 10 Student Officers for the Frederick Police Department, four student officers from the Annapolis Police Department, and one student officer from the Thurmont Police Department.

It was snowing on that Christmas Eve as Santa (the Disc Jockey) drove along a dirt road north of Frederick. He found a wooden shack. The mother and her three children didn't live there. They lived in the shanty behind the shack.
Santa knocked at the door. A little girl answered. She threw her arms around Santa and exclaimed, 'My Mommy said you'd be too busy, but I knew you'd come!' 'Christmas Cash for Kids' was born.
Since then, 'Christmas Cash for Kids' has been a holiday tradition in Frederick County. It has evolved into the single largest provider of children's toys and clothing for those who would otherwise have to do without.
Last Year WFMD raised over $120,000 due to the generosity of caring people in Mid-Maryland. WFMD will continue to work with the Salvation Army, a Local Frederick Bank and other businesses and organizations to provide Frederick children with a Christmas they would otherwise miss.
None of the money that is received is used for any overhead expenses. It gets taken to the bank, often within the hour, and can only be used after two authorizations by the bank and the stations. The funds are spent in Frederick and purchases are based on quality, price and delivery. Some stores can, and do deliver within the hour.
Please, don't go out and buy toys. 'Christmas Cash For Kids' can purchase the appropriate gifts, clothing and supplies at much better rates. Take your donation to the station or send a check or money order. Here's what you can do as a business. If you're retail business, put out a collection can. Put up a poster in your Store Front window. Pass the hat in your company or come up with unique ways of collecting money, i.e dress down days, funny hat day or whatever you can come up with. Call the WFMD office for a poster to place in your place of business to show you are working to raise money for 'Christmas Cash for Kids'. We also are in need of companies to provide advertising in the newspapers.
WFMD is committed to making 'Christmas Cash For Kids' a success, because of this commitment, we have increased the number of days of 'Christmas Cash For Kids' to begin December 1 and will continue thru December 5th.

Vandalisms
The thefts are believed to have occurred from 11:30 pm and 7:00 am.
No suspects have been identified at this time and the investigation is continuing. Anyone with information about this incident is encouraged to contact the Frederick Police Department at 301-600-2100 or OFC Matthew Ilko at 301-600-1204. Citizens are also encouraged to remove all valuables from their vehicles when left unattended or remove the items from view to decrease the chance of being victimized.
ALSO:On 11/15/08 at approximately 3:55 am, officers from the Frederick Police Department responded to Huntover Lane in Emerald Farm for a report of a vehicle that had been vandalized.
Upon arrival officers discovered four vehicles in Emerald Farm and Monarch Ridge had side mirrors damaged. Among the vehicles vandalized was a Frederick County Sheriff’s Office police cruiser. A canvass of the area revealed a number of mailboxes and two real estate signs had also been damaged.

KRIS KRINGLE PROCESSION BRINGS THE MAGIC OF THE HOLIDAYS TO DOWNTOWN FREDERICK
Kris Kringle comes to town only once a year and you don’t want to miss it. On Friday, December 5th Kris Kringle will be leading his procession through Historic Frederick, starting on East Street and ending at Baker Park with the lighting of the City tree. The event begins at 6:30 p.m. and is presented to you by Celebrate Frederick Inc.
The procession, along with the thousands of tiny white lights illuminating the streets, showcases the small town charm that makes Frederick so special during the holidays. Local children dressed as reindeer, snowflakes, angels, elves, and gifts will accompany costumed characters, some modern, some traditional through Frederick’s downtown streets. The parade runs from East Street to East Patrick Street, turns onto N. Market Street, and then turns onto West Second Street, ending at Baker Park.
Some of the procession’s featured characters bring to life the German heritage in Frederick. Pelsnickle and Weinacht Man are known to help Kris Kringle judge whether children have been bad or good. Krist Kindle is an angel-like messenger who leaves gifts for good children in small baskets. Other characters in the procession include popular modern characters such as Frosty the Snowman and Rudolph the Red Nosed Reindeer.
The procession concludes with carol singing and holiday greetings from Mayor William J. Holtzinger, the Snow Queen, and Kris Kringle himself. The official City tree is then lit after the countdown by the crowd.

CANDLELIGHT HOUSE TOUR HIGHLIGHTS THE CHARM OF THE HOLIDAYS
The 2008 Candlelight House Tour will showcase eight historic homes in Frederick. Presented by Celebrate Frederick Inc., the event is held Saturday, December 6th from 5:30 – 9:30 p.m., and Sunday, December 7th from Noon to 4 p.m. Between each finely decorated home will be luminaries to light your way and carolers to fill the air with holiday sounds.
Light refreshments will be served at the heated Hospitality Tent, sponsored by Renewal by Andersen, located on West College Terrace at Freedom Drive, and complimentary horse drawn carriage rides will be available. The 2008 holiday ornaments, posters, and postcards will be available for purchase during the tour.
Following is a short description of the eight homes featured on this year’s tour:
267 Dill Avenue - This American Foursquare-style home, built in 1911, was acclaimed by The Daily News to be one of the most modern homes within that particular part of the City. The praise and distinction was justified as the home was built “of brick with hardwood floors and recently papered throughout…” Today, the home continues to charm visitors with unique features and fascinating architecture. One distinctive feature of the home is the French paneled glass pocket doors, providing access to the formal parlor and dining room. Also of note is the fireplace in the parlor, framed with local Frederick limestone that has been ‘color washed’; and the hand-forged chandelier that hangs in the elegant dining room. A true example of creative renovation, the homeowners have transformed the former attic in to a private, master suite. Recessed lights and cozy window seats create a true oasis for the couple. Note: The staircase to the master suite is free-flowing, and does not have a handrail. If you, or a companion, do not feel that you can safely climb these stairs, please skip this part of tour. The current owners have called this Cape Cod ‘Home’ for 22 years. During that time, several substantial renovations have been made, including enlarging the kitchen and adding a sunroom. The spacious kitchen boasts a cooking fireplace with a metal arm and anvil created by a local blacksmith. The holidays are filled with beautiful things, and this year’s Scents & Sweets Competition is filled with just that. The competition kicks-off this season’s festivities with some of the most incredible gingerbread houses and fragrant floral arrangements you have ever seen. On Wednesday, December 3rd from 5:30 to 8 p.m. Celebrate Frederick Inc. invites you to see the works of art at the Delaplaine Visual Arts Center.
Children, teens, adults, and professionals come together to showcase their talent. And you can bet the talent won’t be scarce, past entries include an entire edible castle! A panel of judges will pick the first and second place winners in both the gingerbread and floral arrangement categories. Each category will also be awarded The People’s Choice award. In its tenth year, you can bet the judges are going to have their work cut out for them. Winners will be announced at approximately 6:45 p.m.

Destruction of Property
Upon arrival officers discovered several vehicles that had their vehicle tires slashed. Officers canvassed the area and discovered a total of16 vehicles with slashed from the 800 Block of N Market Street to 13th Street and over toward East Street.
The suspects are believed to be juvenile males that were seen running away from 13th Street at about 0200 Hrs.

The Fraternal Order of Police, Francis Scott Key Lodge #91 would like to announce that the Chick-fil-A located at 5501 Urbana Pike, Frederick MD is hosting a Spirt Night on Wednesday, November 19, 2008 from 5-8 pm in support of the Mark Bremer Memorial Fund.
Officer First Class Mark Bremer was tragically killed on October 23, 2008 in a motor vehicle accident while pursuing a wanted subject. The Fraternal Order of Police Lodge #91 has set up a Memorial Fund in OFC. Bremer’s memory to help his wife and three children he left behind.

Lt. Clark Pennington Awards
On 11-06-08 Lt. Clark Pennington received two awards at the Mayor and Board of Aldermen meeting. During the first presentation Lt. Pennington was honored with the Sandy Springs Bank “Community Champion” award. This award is given to those community members who are recognized as individuals who go above and beyond to help their communities.
Lt. Pennington received this award for his work with Bobby Harris a High School Student from the Maryland School for the Deaf. Mr. Harris was the Department’s first High School Intern from MSD. During that internship Lt. Pennington ensured Bobby was exposed to all aspects of Law Enforcement and in turn ensured FPD officers where exposed to the challenges experienced by the Deaf Community.
For this work Lt. Pennington received a $2,500 donation to the charity of his choice. Lt. Pennington asked that his award be split among three charities; COPS (Concerns of Police Survivors), Mercy Hospital Neonatal Intensive Care Unit in Baltimore where his now 3 year old twin sons Collin and Brady were born, and the Maryland School for the Deaf Foundation.
Lt. Pennington was also presented with an award given by the Maryland Police and Correctional Commission for outstanding performance as a Law Enforcement Educational Instructor. He received the “Instructor of the Year” award for 2007 for his efforts while assigned to the Frederick Police Academy.

Frederick Police Activities League
The Frederick Police Activities League will be hosting a Celebration of Education at the Sagner PAL Center on Friday November 7th from 6:00 – 8:00 pm
The PAL program along with the Housing Authority of the City of Frederick will be celebrating the youth and families associated with the PAL program for their achievements in education. We will be honoring those in our PAL program who participate in the Reading Club, Computer Club, GAL PALS program, Cooking Classes, and Homework Club.
The PAL Program is but one aspect of the Department’s multi-faceted, progressive approach to policing in our community in general, and reaching out to the City’s young folks specifically.
The Police Activities League of Frederick (PAL) began in August of 1999, and is a recreation-oriented juvenile crime prevention program that relies heavily upon athletics and recreational activities to create and cement the bond between police officers and the youth in the community. During the school year the PAL program is offered in the evenings at the PAL Center in the Sagner Community and at Hillcrest Elementary School. PAL offers youth a safe nurturing place to learn and interact with the police officers all while having a good time.

On 11-6-08 members of the Frederick Police Departments Patrol Division responded to1801 Beaver Creek Ln. in reference to a reported burglary. Upon arriving on scene the suspect had fled the area but officers found a large quantity of marijuana in the residence along with scales and smoking devices. The resident, Rachel Elainie Matthews was charged with Possession of Marijuana, Possession of Marijuana with intent to distribute, and two counts of possession of paraphernalia by Officer First Class Huegel of the Frederick Police Department and is currently being held at the Frederick County Adult Detention Center on $25,000 bond. The attempted Burglary is undergoing further investigation by Dectective Lege of the Frederick Police. At this time the description is that of a thin black male. |

Award-winning Catoctin History magazine explores mid-Maryland's history and culture
Frederick, MD - The Catoctin Center for Regional Studies is pleased to announce that issue #10 of Catoctin History has been published and is available through subscription and individual purchase.
This issue offers an eclectic collection of articles that will appeal to anyone with an interest in the history and culture of mid-Maryland. Figuring prominently in this issue are Jeb Stuart's "Sabers and Roses" Ball, the story of the first U.S. bookmobile introduced in Washington County in 1905, the work of Westminster's Mary Shellman in honoring ordinary Civil War soldiers, and the evolution of the bank barn in this region. Other articles explore the archeological excavation of a blacksmith shop and the tradition of growing peaches in mid-Maryland.
Catoctin History is an award-winning regional history magazine published twice a year by the Catoctin Center for Regional Studies. It is sponsored in part by the Maryland Heritage Areas Authority, the Heart of the Civil War Heritage Area, the National Endowment for the Humanities, and the Hagerstown and Washington County Convention and Visitors Bureau.

Maryland Municipal League - The local chapter of the MML will be holding a special meeting at
Walkersville Town Hall Nov. 5th at 7 p.m. to discuss the County’s
proposed APFO. MML will hold its annual legislative dinner December 3 (networking
starts at 6:30 p.m.) at the Cozy Inn.
County-wide - A fuel conservation plan for local government vehicles, launched by
the Frederick County Commissioners in August, has proved successful.
To date, officials estimate the plan has saved $33,000.
New Market - Town officials declared October 15 through January 15 as “Holiday
Marketing Season.” This allows vendors who obtain permits to set up
shop on a temporary basis. The goal is to attract more foot traffic.
Middletown - A vote by town commissioners is scheduled for November 10 on a
controversial annexation. A developer wants the town to annex nearly
100 acres for a 115 unit residential community.
Thurmont - A proposed master plan is now available for review. The town’s planning
and zoning commission has hammered out a rough draft that the mayor
and council will now examine and perhaps modify. Town officials have approved plans that will enable the web casting of certain municipal meetings. These real-time broadcasts should start soon.
Brunswick - The town’s first ever business trade show was deemed a huge success.
The event, sponsored by the Brunswick Economic Development
Commission and the Brunswick Chamber, drew about 200 visitors. City Council is considering a proposal that would mandate recycling for all residents. If approved, the plan would take effect when the County’s
transfer station opens at the landfill.
Frederick - Kudos to the City of Frederick! The International Economic Development
Council recognized the Carroll Creek Park project as one of the best
neighborhood revitalization initiatives in the entire country.

To My Brothers and Sisters In Christ:
I know Tuesday is a big day to go and vote-but I am emailing each of you because I know about your servant hearts.
From 9AM-5PM I will be at the Shell Station on 40 West( Golden Mile ) to volunteer for the car wash to benefit our Fallen Officer Mark Bremer Family. Blaine Young with WFMD-has coordinated with the owner to allow all monies that day for the car wash to go to this family.
He also wanted to join forces with the Patty Pollatos Fund once again to do our winter coat drive for Mountain Manor-Safe Harbor-Hope Alive-Rescue Mission-Cold Weather Shelter –Salvation Army. The last time we did this coat drive we received 300 coats for Katrina Victims!
This is my request to you:
First I know that everyone may not be able to volunteer that day but if you can -please email me what hours you can -so I will know if I have enough volunteers-(I would like to have 10 with me the whole day) or you may have friends that can donate time.-please pass this on.
Second-If you work -please let your co-workers know what we are doing for the Bremer Family and if they would want to donate something -take the collection-or if they want to write a check make it payable to The Mark Bremer Memorial Fund, Blaine will be on the air 3-5PM (301-694-WFMD) AND let him know what you have collected to add to the total. Also if they can bring a coat or coats for man woman or child it would be deeply appreciated. It would also be appreciated if the coats where clean and in good shape. (I know I sound picky but I feel they are already in a depressed state- and just want to uplift their spirits with a nice warm coat.) We have already had 2 deaths in the state of Maryland from cold weather- I don’t want Frederick to be one of the counties that this will happen.
