Arrested: Hubbard, Charles Richard

On this date members of the Drug Enforcement Unit were conducting surveillance in the area of Madison St. and Logan St. Officers observed a suspicious vehicle enter the area. After watching the vehicle for a few moments, officers believed the person inside were involved in drug activity. A traffic stop was initiated on the vehicle. Officers contacted the driver and summoned for a K-9 to respond to the scene to conduct a sniff of the vehicle.

The K-9 alerted to the presence of drugs inside the vehicle. Officers placed the driver Hubbard under arrest. Hubbard was searched incident to arrest and officers located approximately 5 grams of marijuana on his person. Hubbard was transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.

Celebrate Frederick’s 2009 Beyond the Garden Gates Garden Tour features seven of Frederick’s finest private gardens, and three spectacular public gardens, and is sure to inspire your green thumb! The tour will be held in Frederick, Maryland on Saturday, May 16th and Sunday, May 17th, from 1 to 5 p.m., rain or shine.

The event will appeal to everyone, from the novice gardener to the seasoned pro. This year’s tour showcases a variety of gardening styles, from Old World charm and formal elegance, to English-infused beauty.

The gardens for this year’s tour follow:

The Garden of Randy & Amy Draper - 11 N. Jefferson Street

The front yard of this home is a welcoming mix of boxwood, hydrangea, roses, nandina, mixed perennials and annuals. Now, travel to the back of the house to witness what the owners describe as a series of “outdoor rooms.” The dining area is located between the house and the cottage - which serves as the pool house and family room. The grass pathway is lined with Foster holly trees, European Hornbeans, Boxwoods, Otto Luyken Laurel, perennials and annuals leading to the pergola covered patio. The patio area, overlooking the pool and formal garden, is framed by Stewartia, Japanese Snowbell, Crepe Myrtle and Magnolia trees. The pool concludes the space with a set of lawn steps leading into a small grass lawn and a Williamsburg style shed.

The Garden of Brian & Suzanne Dylus - 701 Rosemont Avenue

Would you have guessed this garden was once waist-high in brambles, shrub trees and weeds? Originally turned into a pumpkin patch for the homeowner’s small children, the garden was gradually streamlined into ten planting beds and paths, a border of hemlock trees and a slate sitting area. Still casual and family oriented, the homeowners’ tend to live out on the patio in the spring, summer, and fall. The raised beds now hold roses and a fruitful vegetable and herb garden, supplying beauty and function in this large space. This garden has been lovingly cared for by the homeowners, who insist that they wouldn’t have it any other way.

The Garden of Peter Brehm & John Day - 318 W. College Terrace

Nestled in the Sylvan College Park neighborhood designed in the early 1900s by noted American landscape architect George Burnap, 318 West College Terrace is divided into a front yard space and backyard space, connected on the west side by a shady walk that culminates at a rose-covered gateway arch. The prior owners installed the garden's “bones” and mature trees about 10 years ago. In the last two years the new owners have built on this by expanding the front and rear flower beds and adding numerous trees, shrubs, perennials, and bulbs. A casual, colorful and carefree perennial garden accented by bushes and trees are in line with the goal of creating an additional “room” to the house by fostering a garden with all-year interest. Make sure to take note of the Franklinia to the right of the patio looking out from the house. First identified by noted horticulturalist John Bartram, and named after his good friend Benjamin Franklin, on a trip to the Altamaha River in Georgia. The tree is now extinct in the wild since 1803.

The Garden of John & Deborah Rooney - 310 W. College Terrace

A family friendly surprise awaits visitors behind the gates of this home. Within this unexpected, usable space is a large patio overlooking the garden and swimming pool. This garden is used as an extension of the homeowners’ living space, and has hosted guests for weddings, showers, birthdays, book clubs and intimate dinner parties. The homeowners also enjoy sitting on their patio and watching the sky light up with fireworks from Baker Park every Independence Day with family & friends. Please note the two unique fountains - an antique iron arched window insert attached to the owners’ home located near the herb pots, and the brand new Dutchman fountain on the left hand side of the yard. The right hand side of the backyard is complimented by the family’s first Christmas tree.

The Garden of Jim & Yvonne Reinsch - 406 Rockwell Terrace

The garden’s design takes its cue from the strong lines of the home's American Foursquare style architecture, reinforcing its classic style. During the renovation of the home 5 years ago, much care was taken to preserve the beautiful 100 year old Pin Oak tree. The terrace, flagstone walkways and plantings were designed around this anchor. The homeowners’ desire to have a carefree and low maintenance, yet sophisticated, garden with year-round interest has been achieved by the choice of plants that adapt well to our climate. It was a goal when designing the garden to create a space that would combine the interior of the home with the oversized front porch and the back terrace. The large hydrangeas that hug the front porch wall, as well at the walkway, give the outdoor space life and continuity.

The Garden of Lea Kline Allen - 152 W. Patrick Street

Casual and whimsical are the adjectives this homeowner uses to describe her garden. A designer of architectural landscapes, the homeowner uses this space to play in and blur the lines of structure. The garden itself is especially unique in that it is sunken below street level on all sides. The house rises to the front with a double wrap around sleeping porch and studio space. The pond in the courtyard, home to frogs, snails and guppies, helps to drown out traffic noises whenever the weather permits. The unusual plants, featuring unique textures and combinations, paired with the continuously changing wildlife in the pond transform this garden into a playground for nature and the homeowner.

The Garden of Tee Michel – 114 W. 2nd Street

This secluded formal garden is located among the original early 19th century outbuildings – a rarity in Maryland townhouse architecture. These outbuildings include stables, slave quarters, an ice and smoke house. Tour participants will get a peak into the Coachman’s House, which is now utilized as a garden room for the current owner. The gardens spacious pathways are made of large blocks of flagstone and schist. The center of the garden is highlighted with Queen Elizabeth and Peace roses. The pink and white dogwood and magnolias offer a burst of spring color. The herb and flower bed circles a water fountain which provides refreshment to the many feathered friends of the garden which live there year round.

18th Century Historical Garden of Schifferstadt Architectural Museum and Garden - 1110 Rosemont Avenue

Step back to the 18th Century in this heirloom garden highlighting traditional herbal plants and vegetables used by German settlers. Beautifully raised flowerbeds and local stone paths add to the nostalgic charm of this space. Take note of the many popular kitchen herbs throughout the garden, including Sweet Woodruff, yarrow, lamb’s ear and hyssop. In addition, Schifferstadt also boasts an orchard containing apple, pear, peach, cherry, quince and walnut trees. The garden and attached museum host educational tours on aspects of local history throughout the year. This garden is cared for by Christina Murphy, Head Gardener. Stop in for light refreshments as this is the Hospitality Center.

Heritage Garden of the Historical Society of Frederick County - 24 E. Church Street

This garden draws upon a unique ambience and historical setting to create an urban oasis in the heart of downtown Frederick. The history of Frederick has been witnessed by the magnificent Ash tree, located in the center of the garden, which is well over 100 years old. Featuring elegant period flower gardens bordered by a handsome brick path, a large open grassy area, stately trellised arbor and catering shed, the garden doubles as a community-gathering place and outdoor classroom. Behind the white picket fence is the Historical Society of Frederick County’s “Demonstration Garden.” This year’s theme for the demonstration garden is “Destination Plants” to complement the exhibit In and Out of Frederick County which opens June 12, 2009. The exhibit examines travel and tourism to and from Frederick County from the 1700’s through to modern times. The garden will feature plants whose names refer to a famous journey or destination.

The Market Street Garden and The Director’s Rose Garden of the Federated Charities of Frederick 22 S. Market Street

Two distinctive gardens can be found at this location, one an original “postage stamp” style garden and the other a secluded niche tucked behind the building. The Market Street Garden, situated along the side of the building, is reminiscent of the Greek revival style of the residence itself. Visitors will be welcomed by the original Wickersham wrought iron fencing and gates surrounding this space. The Director’s Rose Garden can be found in the rear of the building. Both gardens are dominated by roses. The Market Street Garden is further enhanced by a host of perennials and annuals, including hostas, English ivy and Prairie Mallow plants. Matt Shelton of Innovative Landscapes graciously donates his talents to help maintain these gardens.

As you’re wandering through each garden, take a minute to watch the local artists who will be creating their own vision of the space.

Man arrested for burglary, robbery, assault

At about 1954 hours on April 28, 2009, OFC Hoxie responded to 160 Willowdale Drive for a report of an assault. The assault victim told OFC Hoxie that she had been on her balcony when she saw neighbors from the next building loading items into a van because they were moving. She said they were making a lot of noise, so she yelled at them to be quiet.

A few minutes later, she heard someone kicking her front door. When she went to her door and opened it, the arrestee, Allan Devon McAllister, pushed his way inside. The victim alleged that he struck her several times in the face, and pushed her to the ground. A witness saw McAllister leave the apartment with the victim’s laptop computer. Another witness told OFC Hoxie that McAllister tried to sell him the laptop.

McAllister and the van he had been loading were no longer at the scene. OFC Hoxie waited in the area, and saw the van return. He was able to recover the laptop computer from inside the van with cooperation from the driver. A short time later, McAllister returned on foot. He was arrested and charged with the crimes listed below.

Motor Vehicle Accident - Pedestrian struck

On 04-28-09, at approximately 0856 hours, Frederick Police officers responded to a reported accident involving a pedestrian being struck by a dump truck, in the area of Opossumtown Pike and Thomas Johnson Drive. Upon arrival, Officers found EMS personnel treating a 70-year old male with head injuries. He was conscious at that time, and was transported by MD State Police helicopter to R. Adams Cowley Shock Trauma Center in Baltimore. At the time of this press release, the male was listed in serious but stable condition. His identity will NOT be released, pending notification of next of kin.

The driver was identified (below) and found to be suspended. He was arrested and initially charged with the below motor vehicle charges.

The final outcome of the investigation has not been determined, pending a full accident reconstruction. Other charges could be pending after the investigation is completed.

Maryland State Police and members of the State’s Attorney’s Office assisted the Frederick Police Department with the investigation. If there are any witnesses to the accident who were not interviewed at the scene, please call Officer David Golden at 301-600-6218.

Commercial Burglary

On 04/25/2009 at approximately 0339 hrs, officers from the Frederick Police Department responded to a commercial burglary at the Lacolmaneta Grocery located at 5 Willowdale Drive. Upon arriving on scene, officers discovered that entry had been forced through the front door of the business and that the suspects had fled the scene prior to their arrival. The business’ surveillance tape showed what appeared to be two males enter the store. One of the males was wearing light clothing and a ski mask and the other was wearing dark clothing, a baseball style hat and a bandana. The male in dark clothing was wearing a shirt with “POLICE” printed on the front of it and both males appeared to be wearing gloves. Although the cash register was stolen, along with numerous Maryland Lottery scratch-off tickets, no money was inside of the register at the time of the theft due to the fact that it had been removed at closing. Anyone who may have seen these individuals in the area are asked to contact OFC Milyard at 301.600.6255.

Residential Burglary Arrest

On 04/25/2009 at approximately 0332 hours, officers of the Frederick Police Department responded to 1000 E Heather Ridge Drive Apt. #312 for a report of a residential burglary in progress. Upon arriving, responding officers located the suspect, Jerame Dwayne Duvall, inside the front door of the residence. The front door was damaged and the victim advised that the suspect had forced his way inside the residence. The suspect was arrested at the scene without incident.

Armed Robbery Update

On 04/22/2009 at approximately 0106 hours, members of the Frederick Police Department responded to a reported armed robbery. Officers learned that the victim had been walking through an alley to reach his residence in the first block of E. Patrick St., when he was confronted by a masked suspect. The victim and the suspect scuffled and then the suspect was joined by two more accomplices.

One of the suspects held what the victim believed to be a handgun to the back of the victim’s neck. After obtaining money and jewelry from the victim, the suspects then fled the scene. The victim could only describe his assailants as 3 masked males. Officers canvassed the area, but were unable to locate the suspects.

UPDATE:

The Frederick Police Department has an updated description of one of the suspects in the armed robbery. The first suspect to approach the victim was described as wearing a white mask, similar to the mask worn in the “Scream” movies.

Residential Burglary Arrest

On 04/24/2009, at approximately 0003 hours, officers responded to Country Hills Apartments building “G” Apt 311 for a burglary that just occurred. The resident called 911 to report that 3 subjects had broken into her apartment and assaulted her and her brother. Upon the arrival of police a short time later, a subject matching the description of one of the suspects was located by Cpl Joseph Simmons by “F” building. The victim identified the subject as one of the perpetrators at which time he was placed under arrest. The suspect was identified as GODFRED AMOQUANDOLA 06/15/1967 of Frederick. The victim advised officers the other two suspects were her sister, SERINA RESHAWN SMITH 07/04/1978 and her sister’s boyfriend, DWAYNE CHRISTOPHER MCTAGGERT 07/11/1980, both of Frederick. Officers responded to building “F” apt 313 and located the SMITH and MCTAGGERT who were identified by both victims. Both were placed under arrest. It was learned through the investigation that all three suspects forced their way into the victim’s apartment to confront the victim and her brother. After entering the apartment the suspects assaulted the victims and then fled on foot. All three suspects were taken to Frederick County Adult Detention Center Central Booking for appearance before the District Court Commissioner.

Search Warrant - Arrested: Weakley, Blake T

On April 23, 2009, at approximately 1407 hours, the Frederick Police Department’s Drug Enforcement Unit served a search and seizure warrant at 1002 Columbine Drive, 2B. During the search of the apartment, officers found and seized marijuana and drug paraphernalia. As a result of the search, Weakley was arrested.

Weakley was transported to the Frederick County Adult Detention Center to appear before a District Court Commissioner.

Armed Robbery

On 04/22/2009 at approximately 0106 hours, members of the Frederick Police Department responded to a reported armed robbery. Officers contacted the victim at Frederick Memorial Hospital Emergency Room where he had gone to seek treatment of minor injuries. Officers learned that approximately 30 minutes prior to their arrival at FMH, the victim had been walking through an alley to reach his residence in the first block of E. Patrick St. when he was confronted by a masked suspect. The victim and the suspect scuffled and then the suspect was joined by 2 more masked accomplices. The 3 subdued the victim and robbed him of a quantity of currency. While doing so, one of the suspects held what the victim believed to be a handgun to the back of the victim’s neck. Upon obtaining the currency, the suspects then fled the scene. The victim received minor injuries during the scuffle and was treated and released from the FMH ER. The victim could only describe his assailants as 3 masked males although one of the masks was described as very distinctive. Officers canvassed the area, but were unable to locate the suspects.

Bomb Threat

Today at approximately 1330 hrs. Officers from the Frederick Police Department responded to a bomb threat at Medimmune at 633 Research Ct., Frederick, MD. The incident was related to a handwritten threat found in an outbuilding at the construction site. The threat indicated that a bomb would explode on 04-22-09. No suspects were immediately identified and an investigation into the matter began. Frederick Police Patrol Division Officers and CID coordinated with multiple Federal, State and Municipal law enforcement agencies to conduct and in-depth investigation and search of the building. K9 units from the Maryland State Police, Montgomery County Police, State Fire marshals’ Office and NSA Police responded to the location and scanned the building using bomb detection dogs. The FBI was also present to assist with the investigation. No explosives of any type were located during an intensive search of the building and surrounding area. The continuing investigation will be conducted by the Frederick Police CID and the FBI. Officer of the Year

The Rotary Club of Carroll Creek (RCCC) will be presenting the fourth annual Police Officer and Educator of the Year Awards at Lincoln Elementary School, 250 Madison Street in Frederick on Wednesday, May 6^th, 2008 at 9:00 am.

This annual awards program is just one component of the club’s ongoing partnerships with both The City of Frederick Police Department and Lincoln Elementary School. The partnership spans 12 years and has included numerous projects that donate time and resources to the school.

The Rotary Club of Carroll Creek has awarded law enforcement education scholarships, has been instrumental in the construction of the Police Activity League (PAL) Center, and stays actively involved with the PAL center and its programs that support youth.

The May 6^th event is the club’s opportunity as members of the Frederick community to recognize the outstanding work, dedication and commitment of our city’s police officers and the educators and staff at Lincoln Elementary School.

The recipients will each be presented with the Rotary Foundation’s prestigious Paul Harris Fellowship, named after the founder of Rotary. These awards are given in recognition and appreciation of the recipients’ contributions to the humanitarian and educational objectives of the Rotary Foundation. The club sponsors and presents these awards annually to members of the community, who exemplify Rotary’s motto of “Service above Self” through their dedicated service and contributions to the community,

Solicitation Arrest

On April 18, 2009 at approximately 2213 hours, the Frederick Police Department’s Drug Enforcement Unit conducted a prostitution reversal at West 7^th St. and N. Market St. During the operation, a man solicited an undercover officer for sex. After his arrest, the man was identified as Ramiro Tobar. Tobar was taken to the Frederick County Adult Detention Center to appear before a District Court Commissioner.

Robbery, Possible weapon

On today's date and time officers of the Frederick Police Department were notified about a robbery. According to the victim, the robbery took place on the front steps of his residence on Emerson Drive. The victim advised he was walking back to his house from a cab, when 2 Hispanic individuals came up from behind and approached him. The individuals were described as shorter Hispanic males wearing dark hoodies and all dark clothes.

One of the suspects held an unknown object in the back of the victim, and demanded his belongings. Upon obtaining the victims personal items, the suspects left the area on foot. Officers of the Frederick Police and a FCSO K9 conducted an extensive canvass of the area in an attempt to locate the suspect, but were unable to do so. .

No additional information is available at this time.

Vehicles Damaged

On 04/17/09 police responded to reports of vehicles that had been damaged in the Willowbrook, North Crossing and Clover Ridge neighborhoods. Officers found seven vehicles that had windows broken. None of the vehicles had been entered and nothing was missing. If anyone saw any suspicious activity in any of these neighborhoods between the hours of midnight and 4 am please contact the Frederick Police Department @ 301-600-1230.

Shots Fired

On 04/16/2009, at approximately 11:40pm, officers from the Frederick Police Department responded to the area of W. South Street and Center Street for numerous calls of shots being fired. After speaking with several witnesses, it was found that a black male, wearing a red and black baseball style hat, exited a gold in color Honda Accord and displayed a handgun. The male approached a group of people who were standing in the area and began to shoot at them. As the group dispersed, the male then returned to his vehicle and fled the scene. Witnesses also described a green Pontiac sedan and a dark color Jeep Cherokee with tinted rear windows traveling with the Honda. Officers searched the area and were unable to locate the suspect vehicles. None of the victims were injured, however; damage was located on two of the residences in the area. If anyone was in the area of W. South Street and Center Street during the incident, they are asked to contact OFC Milyard at 301-600-6255.

Solicitation Arrest

On this date, members of the Frederick Police Department’s Drug Enforcement Unit conducted covert operations in the area of the 400blk W. South St. During this operation, an undercover officer made contact with a female who was identified as Michelle Johnson. Johnson solicited this officer and offered sexual acts in exchange for money. Johnson was placed under arrest.

Possible scam artists

On 04/16/09, the Frederick Police Department responded to the 300 block of Magnolia Avenue for a suspicious person complaint. Residents explained that unknown subjects have been knocking on doors and asking residents to submit to a “survey.” These subjects do not appear to be affiliated with any legitimate company. The subjects do not identify themselves by name, company, and were described as “well-dressed black males” approximately 40 years old. Residents are urged not to invite any unknown persons into their homes and to call police about any suspicious persons or vehicles.

Residential Burglary

On Thursday, 4/16/09, at approximately 0150 hours, officers from the Frederick Police Department responded to a residential burglary in progress call at 700 Motter Ave. Upon arrival OFC Stephenson, the investigating officer, contacted several witnesses who advised the suspect left prior to police arrival. OFC Stephenson found that the arrestee, later identified as Daniel Schricker, broke into the victim’s apartment by damaging an exterior window and door. Through the course of the investigation, OFC Stephenson found that Schricker had broken into the apartment with the intent of assaulting the male resident; however, the resident was not at home. Witnesses told OFC Stephenson that Schricker destroyed the resident/victim’s refrigerator, stove and kitchen sink since the resident was not home.

The witnesses and the victim knew Schricker personally and provided OFC Stephenson with Schricker’s personal and vehicle description. At approximately 0411 hours, OFC Carrado noticed Schricker driving in the area of 9^th St. OFC Carrado apprehended Schricker without incident. Schricker was taken to FCADC for processing.

Robbery

On the above date and time officers of the Frederick Police Department responded to 1425 W Patrick St, B&B video, in reference to a robbery that just occurred. Upon arrival, officers made contact with the victims. The victims advised two Hispanic males entered the store and approached the counter. One of the males brandished a handgun, and took money from the cash register. The suspects are described as being approx. 5-07, wearing black hooded jackets, and bandanas around their faces. After obtaining the property the suspects fled on foot in an unknown direction. One of victim’s received a minor injury as a result of the robbery. He was treated on scene by EMS and released.

Numerous officers of the Frederick Police Department conducted an extensive canvass of the area, and several units from the Frederick County Sheriffs Office completed a track with use of a K-9. The suspects were unable to be located, and scene was processed by the Frederick Police Crime Scene Unit for evidence. This case remains open, and follow-up investigation will be completed by the department’s Criminal Investigation Division.

Improper Parking/Parking on Sidewalks

The Frederick Police Department would like to inform the public of City Ordinance 13-28 which prohibits vehicles from parking on City sidewalks. In an effort to maintain all city sidewalks the Frederick Police Department will aggressively enforce vehicles parked on city sidewalks, the fine for this violation is $30.00. Please help reduce maintenance costs and repairs by parking your vehicle properly.

DUI/Assault on Officer

On 04-14-09, at approximately 0156 hours, Sgt. W. Trapp observed a red Jeep Cherokee commit a traffic violation in the area of S. Market St. and W. Patrick St. Sgt. Trapp was able to initiate a traffic stop on the vehicle in the area of the 1^st block of S. Court St. Sgt. Trapp believed the driver, Key, was intoxicated and had Key submit to Standardized Field Sobriety tests. Mr. Key failed all of the tests and was placed under arrest. During the entire Field Sobriety tests and during the arresting of Mr. Key, he was extremely belligerent and threatening. As Sgt. Trapp was handcuffing Mr. Key, Mr. Key managed to pinch one of Sgt. Trapp’s wrist between the handcuff links at which time Mr. Key twisted the cuffs intentionally cutting Sgt. Trapp’s wrist and causing him a great deal of pain. Mr. Key was subdued by assisting officers and was eventually taken to central booking, where he was awaiting a bond hearing at the time of this release.

Man arrested for signaling a false fire alarm

At about 0112 hours on April 13, 2009, Officers of the Frederick Police Department responded to 90 Waverley Drive, building S, to assist the fire department with a suspicious fire alarm. Residents were evacuating the building, but there was no fire located.

OFC Sean Carr contacted a witness who told him that she had seen a male pull the alarm. She gave OFC Carr a detailed description of the suspect. The witness also told OFC Carr that she had seen the male go into building S as other residents were evacuating. Building S is a secured apartment building, which can only be accessed by entering a security code.

OFC Carr was able to locate the suspect inside an apartment. He identified him as Santos Ernesto Lopez-Ramos. The witness confirmed that Lopez-Ramos was the man she had seen pull the alarm. Investigation revealed that Lopez-Ramos pulled the alarm so he could get inside to meet an acquaintance.

Lopez-Ramos is currently being held at the Frederick County Adult Detention Center, where he was charged with causing a false alarm of fire, a misdemeanor crime with a maximum penalty of 5 years in jail and/or a $5,000.00 fine.

Shots Fired

On 04/12/09 at approximately 10:54pm The Frederick Police Department received numerous calls about shots being fired in the area of the Tasker’s Chance Sub-Division. One of the callers who live on Water Land Ct. advised that a bullet came through a window in his house and lodged in the wall. Officers searched the area for the shooter but did not locate anyone. They did however find spent shell casings in the playground area of the Tasker’s Chance Park located in the 1100 block of Key Parkway. If anyone was in the area of the 1100 block of Key Parkway and observed any suspicious persons leaving the area just before 11:00 pm they are asked to contact the Frederick Police Department.

Liquor Store Burglary

On Sunday April 11, 2009 between 0130am and 0200am, Frederick Police Officers responded to Amber Meadow Liquors located at 183C Thomas Johnson Drive, Frederick Maryland for a reported alarm. Upon arrival officers observed the front glass door to be broken out. Several unidentified persons broke into the store and an undetermined amount of cash and miscellaneous items were stolen during the Burglary. DUI/Fleeing on Foot

On tonight’s date, 04-11-09, at approximately 2335 hours, Ofc. Alcorn of the Frederick Police Department’s Patrol Division initiated a traffic stop being operated by the below listed arrestee, Cook. Ofc. Alcorn stopped Mr. Cook’s vehicle in the first block of E. South St. after he observed the vehicle having difficulty driving within its travel lane. As soon as Mr. Cook came to a stop, he exited his vehicle. As Ofc. Alcorn asked Mr. Cook to have a seat back in the vehicle, Mr. Cook fled on foot. After a foot pursuit lasting approximately two blocks, Mr. Cook was apprehended by Ofc. Alcorn. Once in custody, it was learned that Mr. Cook’s driver’s license was suspended and revoked. He was also found to be under the influence of alcohol. Mr. Cook was taken to Central Booking and was awaiting a bond hearing at the time of this release.

Drug arrest after minor traffic accident

At about 2155 hours on April 10, 2009, Ofc. John Hoxie arrived to investigate a minor, two car traffic accident in front of 154 Willowdale Drive (a parking lot). While speaking with one of the drivers involved (Hoerauff), Ofc. Hoxie noticed the odor of marijuana coming from the car. He was able to see inside the car because the door was open. Ofc. Hoxie saw rolling papers, and what he recognized to be a burnt joint, on the center console.

Ofc. Hoxie arrested and searched Hoerauff. He found a bag of marijuana in Hoerauff’s pants pocket, as well as a bag of marijuana seeds in another pocket. Hoerauff was taken to Central Booking and charged with the crimes listed below.

The accident was handled with an exchange of information. There were no injuries, and both drivers’ insurance, registrations, and licenses were valid.

Robbery

On 4/11/09 at 0140 hours officers of the Frederick Police Department were notified about a robbery. According to the victim, the robbery took place at the intersection of W 3^rd St. and Klineharts Alley. The victim advised he was walking westbound on W 3^rd St when an individual came out of the alley and approached him. The individual was described as a white male, approx. 5-09, with a medium build, with brown hair and moustache, approx. 45 years of age, wearing a grey hooded sweatshirt, grey t-shirt, and black pants.

The suspect held a knife out towards the victim, and demanded his belongings. Upon obtaining the victims personal items the suspect left the area on foot. Officers of the Frederick Police conducted an extensive canvass of the area in an attempt to locate the suspect, but were unable to do so.

No additional information is available at this time.

Theft from Vehicle arrest

The Frederick Police Department has been investigating an increase in thefts from motor vehicles, specifically in the W. Key Parkway area and surrounding communities. The majority of the thefts involved motor vehicle windows being shattered in order for the suspect (s) to steal GPS devices. The Directed Patrol Unit and the Patrol Division have been implementing increased patrols and surveillance operations based on a crime prediction analysis. In addition, the Patrol Division has proactively distributed “Outa- Site” brochures which encourage vehicle owners to remove valuables from their vehicles. During this investigation and with the assistance of an alert citizen, OFC. Loftis was able to develop a suspect and apply for charges through the District Court of Maryland. The suspect listed below was apprehended on 04/09/09 at approximately 5AM at his residence without incident and he remains incarcerated.

The Frederick Police Department reminds vehicle owners, regardless of their community, to remove or conceal valuables to lessen the chance of becoming the victim of a theft.

Search Warrant

On April 10, 2009, at approximately 0747 hours, the Frederick Police Department’s Drug Enforcement Unit served a search and seizure warrant at 41 E Fifth Street. During the search of the residence, officers found and seized crack cocaine, PCP cigarettes, drug paraphernalia, and US currency. As a result of the search, Stuart Brennan was arrested. Brennan was transported to the Frederick County Adult Detention Center to appear before a District Court Commissioner.

Search and Seizure Warrant

On April 9, 2009, at approximately 1921 hours, the Frederick Police Department’s Drug Enforcement Unit served a search and seizure warrant at 2257 Wetherburne Way. During the search of the residence, officers found and seized marijuana, drug paraphernalia, and US currency. As a result of the search, the following people were arrested:

All the adults arrested were transported to the Frederick County Adult Detention Center to appear before a District Court Commissioner. The juvenile was transported to the Frederick Police Department for processing and later released.

Robbery

On 4/8/09, at approximately 0427 hours, officers from the Frederick Police Department were working in the area of Willowdale Dr. when a robbery was reported nearby at the Giant Eagle on Rt. 40. The staff reported that a male, later identified as Luke Dawson, had attempted to purchase merchandise that he did not have money to pay for. When the cashier voided out the purchase, the register drawer came open. Dawson reached across the register and attempted to steal the money out of the register. The cashier immediately attempted to close the drawer, but Dawson forcibly pulled some of the money out. Dawson had pulled so hard that he tore one of the bills in half. Dawson left the store with half of a $20 and the merchandise he had brought to the register.

OFC D. Scott put out the suspect description on the radio, and A/Sgt. Hayer noticed the suspect running through Willowdale Park. A/Sgt. Hayer initiated a foot chase with the subject and OFC Carrado and A/Sgt. Hayer apprehended the suspect in the woods nearby. Giant Eagle employees confirmed Dawson was the one who had committed the robbery.

During a search incident to arrest of Dawson, OFC Carrado found the other portion of the $20 bill that was stolen in Dawson’s pocket and Giant Eagle’s merchandise that was stolen in Dawson’s coat. Dawson was taken to FCADC for processing.

Crash / Revoked driver/ drug paraphernalia arrest

On 4-6-09, at approximately 2303 hours, officers from the Frederick Police responded to the rear of the 500 block of E. Church St. for a vehicle crash. The driver, Jeremy Lunney, had driven off the road and hit two parked cars and a fence. Lunney’s vehicle then came to rest on a trailer, which in turn pushed the trailer into two more trailers and a shed. The driver was not injured; however, a check of his driving record revealed his privilege to drive was revoked and suspended. When officers made contact with Lunney in the vehicle, they also noticed a suspected crack cocaine pipe fall from his lap onto the ground. Lunney was arrested and taken to FCADC for processing.

Armed Robbery

On tonight’s date, 04-06-09, the Frederick Police Department responded to the area of the 500 block of Lancaster Place for a report of an Armed Robbery. OFC Sean Carr was the first officer on scene and located the victim, who resides in the immediate area. The victim advised OFC Carr that he pulled in front of his residence and observed a red older model Toyota vehicle parked across from his residence. When the victim approached his residence two suspects exited from the red Toyota and both suspects pulled black handguns and demanded property (undisclosed for investigative purposes at this time). The victim reolinquished property and the suspects struck the victim several times with the guns and attempted to enter the victim’s residence, but were unsuccessful. They fled the scene in the red Toyota vehicle. It should be noted that no plates were observed by the victim, but he advised the Toyota had an exceptionally loud muffler.

The victim did suffer minor injuries to his face, but declined medical attention.

The suspects were described as follows:

Suspect #1- Black Male, approximately 5-08, heavy set wearing a gray shirt and black pants

Suspect #2- Black Male, approximately 5-06, slim build, unknown shirt, blue jeans.

Both suspects were wearing masks covering the bottom halves of their faces.

The Frederick Police Department is investigating similar robberies in the area in past few weeks. The Frederick Police Department has increased patrols and enforcement efforts in the area and are aggressively investigating these crimes. Anyone with information regarding this or other robberies in the area are requested to contact Det. Jorge Garcia at 301-600-1247.

Assault Arrest

On 04/05/2009, at approximately 0008 hours, a large group was observed on Waterside Dr in the area of Garden Ln in Wormans Mill. Two males were observed physically fighting in the street, at which time OFC Vincent Brown intervened to end the altercation.

After separating the individuals, OFC Brown attempted to arrest one of the males, identified as Chad Free Lawson 03/29/1991. As OFC Brown took physical control of Lawson, Lawson pulled away, turned, and swung at OFC Brown with a closed fist grazing his face. Lawson then ran a short distance and turned shouting obscenities at OFC Brown. OFC Brown pursued and was able to take Lawson into custody after a brief foot pursuit. Lawson was taken to Central Booking for processing and to be seen by the District Court Commissioner.

Credit Card Scam

The Frederick Police Department is investigating a credit card scam targeting local businesses. Contact is being initiated by phone over a TTY type call. The caller, through an operator, requests to make a larger than normal purchase from the business. The caller will indicate they are not in the area and request the business place the cost of the order on a credit card. The caller will then request the business place additional money on a second credit card and wire that money Western Union to cover shipping costs for the products.

This is a scam conducted from an unknown area and businesses are being advised to cut off any contact they may have with anyone making such a request. Businesses are also encouraged to contact police immediately if they believe they have been targeted by this scam.

CALEA On-Site Assessment and Public Information Hearing

A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), will be in Frederick April 20 – 24, 2009 to examine all aspects of the Frederick Police Department’s policy and procedures, management, operations, and support services, Chief Kim Dine announced today.

CALEA was created in 1979 to develop a set of law enforcement standards and to establish and administer an accreditation process through which law enforcement agencies could demonstrate voluntarily that they meet professionally and nationally -recognized criteria for excellence in management and service delivery.

As part of the on-site assessment, agency employees and members of the community are invited to offer comments at a public information session Wednesday April 22, 2009 at 7:00 p.m. The session will be conducted in CBA Community Room at C. Burr Artz Public Library, 110 East Patrick Street, Frederick, Maryland.

If for some reason an individual cannot speak at the public information session, but would like to provide comments to the assessment team, he/she may do so by telephone. The public may call (301) 600-2131 on Wednesday, April 22, 2009 between the hours of 1:00 pm and 3:00 pm. and speak to the members of the assessment team.

Telephone comments as well as appearances at the public information session are limited to 10 minutes and must address the agency’s ability to comply with CALEA’s standards. A copy of the standards can be viewed at the Frederick Police Department’s Accreditation Office located at 100 West Patrick Street. They will examine all Department policy and procedures, management, administration, operations, and personnel structure and process for compliance with CALEA standards.

Once the CALEA Assessors complete their review of the agency, they report back to the full Commission, which will then decide if the agency is to be granted accredited/ recognition status.

Accreditation / Recognition is for three years, during which the agency must submit annual reports attesting continued compliance with those standards under which it was initially accredited.

Attempted Armed Robbery

On April 2, 2009 at 9:54 pm, officers of the Frederick Police Department responded to a report of an attempted armed robbery in the area of Elmwood Terrace Apartments located at 90 Waverley Dr.

Upon arrival, officers contacted the victim, who advised he was approached by two males in the stairwell of Building GG. According to the victim, the men blocked his passage and attempted to grab his wallet. One of the males displayed a black semi-automatic handgun. The victim began to yell and the suspects fled on foot. They were last seen running south on Waverley Dr. The victim was not physically injured and no property was taken. The males were described as follows:

#1 Black male, approx. 6-00, with a thin build, wearing a black shirt and blue jeans

#2 White male, who was shorter than the black male, wearing a white t-shirt

• Both were described as being approximately 20 years of age

An extensive search of the area was conducted, but the suspects were not located. Police are investigating if there is a connection between recent robberies on Redfield Ct. and Willowdale Dr.

Drug Enforcement Unit

On this date members of the Drug Enforcement Unit were on routine patrol in the area of Taney Ave. and Heather Ridge Dr. Officers observed a vehicle commit a traffic violation in this area. Upon initiating a traffic stop on the vehicle, officers contacted a K-9 unit to perform a sniff of the vehicle. The K-9 alerted to the presence of narcotics inside the vehicle.

Officers removed the occupants from the vehicle and located a small quantity of marijuana and related paraphernalia in the purse of the passenger identified as Kayla Osso. Osso was placed under arrest and transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.

The driver of the vehicle was issued a citation for the traffic violation and released from the scene.

Robbery

On 4/2/09 at 1611 hours officers of the Frederick Police Department responded to 1074 Redfield Ct in reference to a robbery that just occurred. Upon arrival, officers contacted the victim. According to the victim, three males approached the victim in the stairwell of 1074 Redfield Ct. The males were described as follows:

#1 Hispanic male, approx. 5-06, wearing a black hooded jacket and baggy blue jeans

#2 Black male, approx. 6-02, with a thin build, wearing a white hooded jacket with a brown

camouflage pattern and baggy blue jeans

#3 Black male, with no further description

The Hispanic male displayed a semi-automatic handgun, and took personal property from the victim. The three males then fled the area on foot together. The victim was not physically injured as a result of the robbery. Numerous officers from several divisions of the Frederick Police Department, Frederick County Sheriff’s Office, and State Police conducted an extensive canvass the surrounding area, but met with negative results. Drug Arrests

On March 31, 2009, at approximately 2317 hours, Frederick Police Department Drug Enforcement Officers were following a vehicle on West Patrick Street, near Hillcrest Drive, when they detected an odor of burnt marijuana. At the time, there were no other vehicles on the road. The officers continued to follow the vehicle east on West Patrick Street and the odor of burnt marijuana remained. The drug enforcement officers called for assistance from their patrol counterpart and a vehicle stop was conducted in the area of West South and Ice Streets. Due to the odor of marijuana coming from the vehicle, the driver, identified as Mary Reaves, was arrested and the vehicle was searched. During a search of the vehicle, a quantity of methamphetamine, marijuana, smoking devices and a large quantity of US currency was found. Due to the contraband found in the vehicle, the rear seat passengers, identified as Danny Boyter and Glen Decker, were arrested. The front seat passenger, identified as Christopher Reaves, was arrested after he presented OFC Cox with a smoking device containing suspected methamphetamine residue. During a search of Reaves’ person, a quantity of methamphetamine was found.

Mary Reaves, Christopher Reaves, Danny Boyter and Glen Decker were transported to the Frederick County Adult Detention Center to appear before a District Court Commissioner.

Suspicious person

On the above date and time the Frederick Police Department received a call in reference to a suspicious person. The caller advised they were operating their vehicle in the area of N Jefferson St and Carrol Parkway. The caller advised they saw an individual carrying either a rifle or shotgun. The individual was described as a white male, in his middle thirties, with brown hair, thin build, wearing a baseball cap, checkered shirt with blue vest over it, blue jeans, and boots. This individual was also carrying a brown paper bag with unknown contents. The caller advised they saw this individual carrying the gun while walking onto the grounds of Parkway Elementary School. Apparently there were numerous children in the area, as well as teachers and parents picking up their children. Numerous officers from several units of the Frederick Police Department responded. An extensive canvass was completed, and members of the Community Services Division coordinated with surrounding schools to keep them thoroughly informed. Several schools decided to conduct a lockdown pending further information. The responding units were unable to locate anyone matching the description provided by the caller. Additionally, the Frederick Police Department received no other calls in reference to this individual. All schools on lockdown then returned to normal operating procedure.
